RECOMMENDATION:
Staff recommends that the City Council: a) award a two-year contract extension to AKM Consulting Engineers, Inc. for sewer system engineering services in the amount of $97,946 for the first year, with a second year price adjustment dependent on the Consumer Price Index; and b) authorize the City Manager to negotiate and execute a contract.
FISCAL IMPLICATIONS:
Funds totaling $120,000 are budgeted in FY 2012/2013 in the Public Works Department Sewer Maintenance budget for these services. The required funds for FY 2013/2014 will be budgeted accordingly.
BACKGROUND:
The State Water Resources Control Board adopted a statewide General Waste Discharge Requirements and Monitoring Reporting Program (GWDR). A requirement of the regulation mandates the development and adoption of a Sewer System Management Plan (SSMP), which the City adopted on May 4, 2010. The Operation and Maintenance element of the SSMP requires that up to date information be developed on the structural integrity of the sanitary sewer system for the purpose of long term rehabilitation and replacement through a Capital Improvement Program.
Consistent with the GWDR, the City of Manhattan Beach established a program to begin Closed Circuit Television (CCTV) inspections and condition assessments of its approximately 81.6 mile long sewer collection system. The 2010 Sewer Master Plan, developed by AKM Consulting Engineers, Inc. included inspections of 43.1 miles of sewer collection system. Through a competitive bid process, AKM Consulting Engineers, Inc. was awarded a contract on May 18th, 2010 to inspected an additional 28.6 miles of pipe during fiscal years 2009/2010, 2010/2011 and 2011/2012. Thus, sewer line inspections performed to date amount to 71.7 miles.
DISCUSSION:
The Operations and Maintenance element of the SSMP was performed by AKM Engineering Consultants, Inc., which included cleaning and CCTV inspections of the City's sewer pipe and manholes in accordance with National Association of Sewer System Pipeline and Pipeline Assessment and Condition Program standards.
Deliverables provided by AKM Consulting Engineers, Inc. include maps of CCTV and deficiency locations; structural rehabilitation analysis and Capital Improvement recommendations, including associated cost estimates; CCTV sewer line and manhole inspection reports and videos; Pipeline Observation System Management database for Geographic Information System interface; and final reports incorporating all analysis results with the City's previous condition assessment presented by AKM Consulting Engineers, Inc. in the Sewer System Master Plan that were developed for the City.
Over the past four fiscal years, AKM Consulting Engineers, Inc. has performed well in development of the City's Operation and Maintenance element of the SSMP as mandated by the State Water Resource Control Board. Up to date information has been provided on the structural integrity of the sanitary sewer system, which has allowed the City to develop long term rehabilitation and replacement of the sewer lines through a Capital Improvement Program. A two year contract extension with AKM Consulting Engineers, Inc. to complete the remaining 9.9 miles of sewer line inspections during the first year, followed by targeted spot inspections of all previous inspections during the second year, would provide the City with the same level of high service provided in their earlier work involving 71.7 miles of inspections. Additionally, the City will benefit from a cohesively formatted record that has been established by AKM Consulting Engineers, Inc. from the previously inspected 71.7 miles of sewer lines.
CONCLUSION:
Staff recommends that the Council award a two-year contract to AKM Consulting Engineers, Inc. for Sewer System Engineering Services, and authorizing the City Manager to negotiate and execute a contract which will incorporate the scope of work and deliverables identified in the AKM Consulting Engineers, Inc. proposal.
