RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0078 approving continued participation in the Los Angeles Urban County Community Development Block Grant (CDBG) Program by entering into a three-year Participating City Cooperation Agreement with the County of Los Angeles for CDBG Fiscal Year (FY) 2027, FY 2028, and FY 2029, and authorizing the City Manager, or designee, to execute all documents necessary for participation.
FISCAL IMPLICATIONS:
This Participating City Cooperation Agreement does not contain any direct monetary obligations. By executing this agreement, the City will remain eligible to receive federal Community Development Block Grant (CDBG) funds through Los Angeles County. The City’s annual allocation is estimated to be $100,000 and is based on the U.S. Department of Housing and Urban Development’s (HUD) formula for CDBG disbursements to eligible grantees. These funds are annually designated in the City’s Capital Improvement Program (CIP) Budget for constructing Americans with Disabilities Act (ADA) compliant improvements throughout the City.
BACKGROUND:
On July 5, 2023, the City Council authorized a three-year Participating City Cooperation Agreement with the County of Los Angeles. This Agreement was effective on July 1, 2024, for the CDBG Fiscal Years 2024, 2025, and 2026. Following the conclusion of the three-year period on June 30, 2027, the County is now seeking approval from the participating cities for a new three-year Participating City Cooperation Agreement.
The mission of the CDBG Program is to improve the quality of life for low- and moderate-income persons and the disadvantaged community, aid in preventing neighborhood deterioration, and meet other urgent community development needs. The City of Manhattan Beach is one of 48 participating small cities in the Los Angeles Urban County Community Development Block Grant (CDBG) Program. The Los Angeles Urban County CDBG Program is administered by the Los Angeles County Development Authority (LACDA), which receives CDBG funds directly from the U.S. Department of Housing and Urban Development (HUD) on behalf of the participating cities.
DISCUSSION:
To continue participating in the Los Angeles Urban County CDBG Program for CDBG FY 2027, FY 2028, and FY 2029, the City Council must adopt a resolution entering into a new three-year Participating City Cooperation Agreement with Los Angeles County. The attached resolution also authorizes the City Manager, or designee, to sign the Participating City Cooperation Agreement on behalf of the City Council. The Resolution further authorizes the City Manager to delegate authority to the Public Works Director, or his designee, to execute CDBG Program contracts and agreements with LACDA, if necessary, due to minor variations and adjustments in CDBG programmatic requirements, as directed by LACDA.
With the execution of this Cooperation Agreement, the City maintains its eligibility for the annual allocation of approximately $100,000 in federal CDBG funds for the construction of ADA-compliant improvements and other vital community infrastructure projects, such as the CDBG-funded Cycle 4 ADA Curb Ramps Project and Cycle 5 CDBG ADA Curb Ramps Project.
PUBLIC OUTREACH:
Public outreach for the future projects utilizing CDBG funding will occur as those projects are identified.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed action for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines, this activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
