Staff recommends that the City Council approve a special event permit for USA Volleyball to host the National Beach Volleyball Junior National Championships, July 18, 2019 - July 23, 2019.

Any necessary City services will be billed to the organizer at fully burdened rates provided by the Finance Department.
BACKGROUND:
On July 17, 2018, City Council approved the updated Special Events policy. The policy provides a method to determine the impact level of an event which determines the approval level required. This event is classified as a Level III event requiring review and approval by City Council after review by the Special Events Committee and Parks and Recreation Commission.
USA Volleyball (USAV) met with staff in August 2018, then submitted their application on September 23, 2018, to hold the beach volleyball tournament in Summer 2019. USAV is the National Governing Body for volleyball and is devoted to providing opportunities for all to participate in the sport of volleyball in a safe and positive environment. The USAV National Beach Tour (NBT) Junior Championships is the premier tournament for boys and girls ages 10-18 who have earned a bid by competing in regional and national tournaments. The NBT seeks to be held in a different part of the country each year. The 2018 event was held in Florida, and in 2017, it was held in Wisconsin.
DISCUSSION:
USA Volleyball is proposing to host the National Beach Volleyball Junior Championships in Manhattan Beach, July 18-23, 2019, with setup beginning July 16, 2019, and breakdown concluding July 23, 2019. The event will be held on the south side of the pier from 7:00am to 5:30pm, taking into consideration and accommodating City beach classes and camps. The event will feature 30 courts (24 existing and an additional six temporary), approximately 450 teams and 2,000 spectators throughout the six-days, with up to 120 teams competing in staggered start times per day, to mitigate beach, parking and traffic congestion. Additionally, there will be vendors (such as Molten and Adidas), 20’x20’ and 10’x10’ tents and designated drop-off locations to be decided with the Traffic Engineer. USA Volleyball is requesting to reserve eight parking spaces per day in the lower south pier parking lot. The cost of the meters will be paid for by the applicant.
USA Volleyball hired an outside company to review the economic benefits of past NBT events and found that 80% of participants come from out of town and spend approximately three million dollars during the tournaments for entertainment, good and services, food and lodging.
This event was reviewed by the Special Event Committee on November 6, 2018, and the Parks & Recreation Commission on November 26, 2018, with the following concerns and requirements:
Police Department: Requires staffing from private security company (Contemporary Services Corporation) and staff to assist with parking and a sound permit. Specific resource needs are still being discussed with applicant.
Fire Department: None
Public Works: None
Parks & Recreation: Requires an event coordinator to meet with USA Volleyball Event Director onsite daily to ensure all requirements are adhered to throughout the setup, duration and teardown of the tournament.
Community Development: Permits will be needed for all tent structures larger than 10’x10’. Organizers will be encouraging uber/lyft/taxi ridesharing to reduce parking concerns and will have a designated drop-off/pick-up zone for the event.
Downtown Manhattan Beach Business & Professional Association: Provide opportunities to promote local restaurants and businesses.

PUBLIC OUTREACH/INTEREST:
The event was discussed and approved at the November 26, 2018, Parks and Recreation Commission meeting. No public comment was received.
