Receive a report from the Strategic Planning & Policy Governance Subcommittee and discuss and provide direction regarding the next generation of strategic planning.

FISCAL IMPLICATIONS:
None as a result of this item. Funds are budgeted annually to undertake a level of strategic planning and the adequacy of this allocation will depend upon the costs associated with the strategic planning process on a forward going basis.
BACKGROUND:
The City of Manhattan Beach has been engaged in a regular strategic planning process for a number of years. This process has been facilitated by Snider and Associates on a successful basis with the Mission and Vision updated and goals established every three years. Objectives for each goal are established for a six month horizon, and objectives are reviewed and updated every six months. The most recent strategic plan six month review was in July, 2103, and incorporated, at the direction of the City Council, an additional opportunity for public input on the progress on the three year goals and objectives for the next six-month period. In addition, a report is provided each month to the City Council on progress in meeting the six month objectives.
At the October 1, 2013 City Council meeting, Councilmembers Wayne Powell and Tony D'Errico were appointed to serve as the Strategic Planning & Policy Governance Subcommittee. The purpose and output of this subcommittee is to research:
• Who are possible facilitators
• What process / framework options are available
• What are the deliverables and how will they be utilized
• How to ensure full and meaningful public engagement
• Role of Policy Governance and Policy Governance model options
• Best practices and processes already in use
• Examine South Bay Cities Council of Governments recent RFP for Strategic Plan Development.
Councilmembers Powell and D'Errico were tasked with reporting back to the full council with a status update at the November 19, 2013, City Council meeting regarding the next generation of strategic planning in Manhattan Beach.
DISCUSSION:
The Strategic Planning & Policy Governance Subcommittee will be providing an update on their review of options regarding how to proceed with the next generation of strategic planning. Attached are notes on strategic planning and policy governance for the Council's consideration as provided by the Subcommittee. It is anticipated that a Request for Proposals (RFP) will be finalized in the near term in order to secure the services of a strategic planning facilitator based on the Subcommittee review and direction provided by the City Council which will form the basis for the RFP. After the RFP responses are received, the Strategic Planning & Policy Governance Subcommittee will review the responses with staff and will make a recommendation to the Council as to which firm should be selected and the process to be used.
CONCLUSION:
Strategic planning is a means to align the City's resources, community desires, and key work program elements over a longer-term horizon. The efforts of the Strategic Planning & Policy Subcommittee and the Council's discussion and direction will guide how the City undertakes its next Strategic Planning update in early 2014.
