RECOMMENDATION:
Staff recommends that the City Council:
1. Adopt Resolution No. 26-0038 awarding a three-year agreement with SGD Enterprises for the implementation and ongoing service of a cloud-based irrigation management system in an amount not to exceed $325,000.
2. Authorize the City Manager to execute the agreement and any necessary amendments, including exercising up to two additional one-year extensions if deemed in the City’s best interest.
FISCAL IMPLICATIONS:
Funds in the total amount of $288,000 are currently budgeted within the Public Works Department budget, including $165,000 from the General Fund and $123,000 from the Water Fund, for the agreement for Cloud-based Irrigation Management Services.
Additionally, the total agreement includes $37,000 in contingency funds over the three-year period for post-installation and unforeseen services. Sufficient funding is available in the Public Works Department’s budget for the current fiscal year within the General Fund.
Accordingly, staff is requesting full contract authority in an amount not to exceed $325,000, which includes the initial three-year agreement amount and contingency funds for the term of the agreement.
BACKGROUND:
The City of Manhattan Beach maintains irrigation controllers across various parks and streetscapes, each with unique operational demands. The current system includes a mix of standalone and centrally controlled controllers from multiple manufacturers. These controllers rely on traditional wired technology, and their programming and management platforms are now outdated.
The City previously operated a centralized irrigation control system using Rain Bird Maxicom, which has since become obsolete. The system depends on components and hardware that are no longer manufactured or available through distributors, making maintenance and replacement increasingly difficult.
To address these limitations, the proposed award implements a cloud-based irrigation control system that modernizes the City’s irrigation infrastructure, improves system reliability, and supports more efficient water management.
The system will enable staff to remotely monitor performance, detect leaks or failures in real time, and optimize watering schedules based on weather conditions, thereby improving overall water-use efficiency and service delivery while supporting the City’s sustainability goals.
DISCUSSION:
On November 13, 2025, staff issued Request for Proposals (RFP No. 1343-26) seeking qualified vendors to provide cloud-based irrigation services, including system implementation, hardware integration, software licensing, and ongoing technical support. Proposals were due on December 16, 2025.
Three proposals were received:
1. Kormex Construction, Inc.
2. Live Art Plantscapes, Inc.
3. SGD Enterprises
As outlined in the RFP, the evaluation criteria included:
• Understanding of the scope of work and proposed implementation approach
• Contractor qualifications and relevant experience
• Qualifications, experience, and availability of proposed staff
• References from similar municipal projects
• Cost effectiveness
• Warranty and ongoing support services
Proposals were reviewed for compliance with minimum qualifications, responsiveness to the scope of work, technical capability, pricing, and overall alignment with the City’s operational and system requirements.
Based on this evaluation, SGD Enterprises was determined to provide the best overall value as the most responsive and responsible proposer. Their proposal demonstrated strong municipal experience, a clear implementation approach, competitive pricing, and reliable warranty and support services, including a comprehensive ten-year warranty on all hardware, and ten years of cellular service. This approach provides cost certainty and minimizes the potential for unexpected expenses over the term of the agreement.
Accordingly, staff recommends that the City enter into an agreement with SGD Enterprises for the implementation and ongoing service of a cloud-based irrigation management system in an amount not to exceed $325,000. Staff further recommends authorizing the City Manager to execute the agreement and any necessary amendments, including exercising up to two additional one-year extensions if deemed in the City’s best interest.
PUBLIC OUTREACH:
No public outreach was required for this item.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The agreement has been reviewed by the City Attorney and is approved as to form.
