RECOMMENDATION:
Staff recommends that City Council adopt a Resolution approving the following:
1. Award a construction contract to West Coast Netting Construction Services for $106,593.00 and authorize the City Manager to execute the contract for the Dorsey Field and Live Oak Field Netting Project (Attachments 1 and 4);
2. Authorize the City Manager to approve additional work, if necessary, for up to $16,000.00 (15% of construction contract);
3. Approve the plans and specifications for the Dorsey Field and Live Oak Field Netting Project (Attachment 5).

FISCAL IMPLICATIONS:
Funds totaling $122,593.00 are available in the approved Capital Improvement Plan Project Budget to award this construction project.
BACKGROUND:
In 2015/16, City Council approved a Capital Improvement Program (CIP) budget that included funding for installation of netting at various ball fields to address deteriorating material and improve safety. This project specifically addresses improvements at Dorsey Field and Live Oak Field and includes:
• Installation of new steel support poles and nettings at Dorsey Field adjacent to the first base line and behind center field, which will limit balls from reaching the dog park and Valley Drive.
• New steel poles and netting adjacent to the third base line and outfield at Live Oak Field, which will limit balls from reaching the basketball and tennis courts.
• Installation of bumper pads on seventeen poles at both fields to reduce the risk of injury to players.
DISCUSSION:
The Dorsey Field and Live Oak Field Netting Project was advertised for bids in the Beach Reporter, the City’s publisher of record, and several standard construction industry publications, including the Dodge Green Sheet, Construct Connect, Associated General Contractors of America, as well as the City’s website. Three bids were received and opened on October 26, 2017. The bid results are as follows:

West Coast Netting’s bid proposal (Attachment 4) was reviewed by the Public Works Department and found to be responsive. Staff reviewed West Coast Netting’s contractor license and found it to be in order. Additionally, references indicate West Coast Netting has the knowledge and capability to complete the work in a timely and acceptable manner. West Coast Netting has also successfully done work for the City in the past. The contractor is confident that the project can be completed by the end of February, 2018, if not sooner.
Therefore, staff recommends that City Council authorize the City Manager to execute a construction contract with West Coast Netting for $106,593.00 and approve any change orders for unforeseen additional work for up to $16,000.00 (15% of construction contract cost).
PUBLIC OUTREACH/INTEREST:
City staff will notify the user groups about the construction project. Notices will also be posted on the City’s Website, social media and at both Dorsey and Live Oak Fields.
ENVIRONMENTAL REVIEW
The proposed project is exempt from the provisions of the California Environmental Quality Act (CEQA). Per the CEQA Guidelines, the project is exempt pursuant to the following provision: Section 15301, Class 1(f). A Notice of Exemption has been filed with the Los Angeles County Clerk’s office for the project.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
