RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 25-0127 approving Amendment No. 1 to the Professional Services Agreement with Dixon Resources Unlimited for Specialized Municipal Parking Operations Consulting Services at a total cost not-to-exceed amount of $225,900. This amount includes the previously authorized contract amount of $74,900 and an additional $151,000 to support project implementation.
FISCAL IMPLICATIONS:
The total contract amount with Dixon Resources Unlimited (Dixon), including this amendment, will not exceed $225,900. The budget for consulting services was included in the Parking Technology Roadmap, which was reviewed and approved for implementation by City Council on April 15, 2025, and is attached hereto for reference.
Sufficient funds of $2,900,000 are currently budgeted for this project, with approximately $151,000 to be utilized from the Parking Fund for the Annual Parking Payment Facilities Improvement Program.
BACKGROUND:
The City has worked with Dixon since May 2023, when the consultant was tasked with developing a parking assessment report that included a work plan and best practice recommendations for the City. That work helped guide the City’s next steps and supported the Council’s work plan item to upgrade the City’s parking payment infrastructure and evaluate a transition away from single-space meters. Separately, in March 2025, the City executed a Professional Services Agreement with Dixon under the City Manager’s signing authority. The Parking Technology Roadmap, developed with Dixon’s support, was approved by the City Council on April 15, 2025. The agreement remains in effect through June 30, 2028. The Roadmap outlines a multi-year plan to replace aging equipment, expand modern payment options, improve enforcement tools, and create a more consistent customer experience across the City’s parking system. Since the agreement was executed, Dixon has supported the City with strategic planning, technical analyses, and the preparation of RFPs that support the modernization of the City’s parking operations.
DISCUSSION:
The initial scope of services focused on guiding the City through the planning and development stages of the procurements identified in the Parking Technology Roadmap. This included project management oversight, operational support, stakeholder engagement, and preparation of technical specifications and RFP documents. These efforts have resulted in the development of the Pay Stations and Mobile Parking Payment System RFP, as well as the License Plate Recognition (LPR) RFP. Continued support is critical as the City transitions from planning and procurement to the implementation phase of these projects.
The proposed amendment will extend this support into implementation, ensuring continuity of services as the City transitions to system rollout, vendor coordination, and ongoing program management. Key areas of assistance will include, but not be limited to:
• Municipal code updates to align with modern parking technologies
• Procurement support for Pay Station, Mobile Payment, LPR, and Parking Guidance Systems (PGS)
• Technical oversight and vendor coordination during implementation
• Evaluation of signage and branding updates to support new programs
• Outreach and communication strategies to educate the public on new parking systems
• Parking utilization data collection and reporting
Accordingly, staff recommends that the City Council adopt Resolution No. 25-0127 approving Amendment No. 1 to the Agreement with Dixon Resources Unlimited for specialized municipal parking operations consulting services at a total cost not-to-exceed $225,900.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue. Outreach and education will be incorporated as part of the signage, branding, and marketing deliverables associated with the implementation.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the amendment as to form.
