RECOMMENDATION:

Staff recommends that the City Council approve the revised Senior Advisory Committee By-Laws.


FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

The guidelines for City committees were discussed at the March 5, 2024 City Council Meeting. During discussion, Council directed staff to work with the Senior Advisory Committee (SAC) to review and update their 2022 By-Laws, specifically addressing term limits for SAC members.

 

Senior Advisory Committee discussed this item at their March 12, 2024 meeting and unanimously approved the attached updated By-Laws addressing term limits.

 

DISCUSSION:

The Senior Advisory Committee By-Laws have been revised. The following updates were made:

                     Article V: Membership, A: Members’ age requirement changed to 55 years or older.

                     Article V: Membership, D: Members at-large will serve two, three-year terms. These terms shall be staggered to promote committee consistency and avoid vacancies.

                     Article VII: SAC Organization, D1: A written agenda for each meeting shall be developed by staff with input from the Chair and SAC members. Agendas shall be emailed to all SAC members at least 72 hours in advance of SAC meeting.

                     Article VII: SAC Organization, D2: Written summary minutes shall be recorded by staff or contracted person and distributed to all SAC members prior to the following meeting.

                     Article VII: SAC Organization, E: SAC shall elect a Chair and Vice Chair from among its members following the annual appointment of new members.
One year term of office was removed.

Staff recommends that the City Council approve the updated Senior Advisory Committee By-Laws.

PUBLIC OUTREACH:

Senior Advisory Committee (SAC) By-Laws were discussed at the March 5, 2024 City Council Meeting. The SAC members voted unanimously to approve the revised By-Laws on March 12, 2024.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
