Recommended Action
RECOMMENDATION:
Staff recommends that the City Council participate in the introduction of new employees, recognition of promotions and presentation of commemorative certificates to employees who have completed 15 or more years to the City.

There are no fiscal implications associated with the recommended actions.
BACKGROUND:
The City has a tradition of welcoming new employees by introducing them at City Council meetings. This gives new employees the opportunity to meet City Council Members and Department Heads and experience firsthand how City Council meetings are conducted at the City.
In addition, the City has a tradition of recognizing employees who have been promoted within our organization as well as presenting commemorative certificates to long-term city employees.

Police Department:
Promotions
Andrew Enriquez was promoted to Police Sergeant. Andrew joined the City of Manhattan Beach Police Department in 1998 as a Police Academy Trainee. Andrew attended the Orange County Sherriff Department's Academy, a 960 hour high stress program. His knowledge gained from the program helped the City of Manhattan Beach Police Department develop our program for Police Academy Trainee candidates attending OCSD Academy.
Andrew has participated in several assignments as a Police Officer which includes Special Weapons and Tactics (SWAT), Motor Officer, DUI Task Force and Field Training Officer. As a motor officer, Andrew played a role in the launch of the Area Traffic Officer program. Andrew has also been assigned to the DUI task force and has made hundreds of arrests for drunk driving. Andrew's assignment as a Field Training Officer requires the training of newly hired police officers in patrol and tactics. Andrew is currently assigned as the graveyard Field Supervisor and is responsible for supervising the Defensive Tactics and Police K9 programs.
Tim Hageman was promoted to Police Captain. Previously before starting his career with the City of Manhattan Beach Police Department Tim served in the United States Air Force, which he was honorably discharged as a sergeant after four years of service. Tim joined the Manhattan Beach Police Department in April 1991 after working for three years as a Deputy Marshall for the County of Los Angeles. Tim has worked a variety of assignments with the Manhattan Beach Police Department that includes patrol, Field Training Officer, juvenile detective, school resource, SWAT Team, Crisis Negotiations Team, DUI team, Watch Commander and training & human resources sergeant. In March 2011, Captain Hageman was promoted to Police Lieutenant where he worked as a Watch Commander and Administrative Lieutenant. Captain Hageman is now managing the Field Operations Bureau where he is responsible for the patrol section, traffic section, parking and animal control section, and jail section. Captain Hageman is a member of the local Knights of Columbus and is a recent graduate of Leadership Manhattan Beach. Captain Hageman has a Bachelor's Degree in Criminal Justice Administration and is currently pursuing his Master's Degree in the same field of study.

Community Development Department:
New Hires
Jason Masters joins the Community Development Department as an Assistant Planner. Previously Jason worked for the City of Rolling Hills Estates as the Zoning & Code Administrator. Jason began his civil service career as an intern for the City of Los Angeles with the Community Redevelopment Agency. He also interned with the Southern California Association of Governments, Kosmont Partners and Southern California Earthquake Center where he gained significant planning experience that enabled him to obtain a position with the City of Rolling Hills Estates in 2006 as an Assistant Planner. Jason has Masters Degrees in Planning and Public Administration and Bachelor's Degree in Environmental Studies with emphasis in Public Policy & Management from the University of Southern California.
Promotions
Roy Murphy was promoted to Residential Code Enforcement Officer. Prior to being promoted, Roy was with the Public Works Department as the Public Works Inspector. Prior to coming to the City, Roy worked as a plumbing sales representative as well as owned his own construction company. Roy is a dedicated employee and has served the City and its residents for over fourteen years. Roy is a long-time South Bay resident.
Public Works Department:
New Hires
Cathy Cates joins the Public Works Department as an Executive Secretary. Prior to joining the City, Catherine worked as a Special Assistant to the President of Century Housing Corporation. Catherine enjoys giving back to the community through volunteerism. She has volunteered and continues to volunteer with both private and non-profit organizations. One of her most rewarding experiences was through her role as the Campaign Manager with the Leukemia Lymphoma Society where she and her team interacted with young patients through the recovery stage.
Tony Olmos joins the Public Works Department as the Director of Public Works. Tony previously worked with the County of Orange as their Assistant Director of Engineering. Prior to the County of Orange he held various positions in operations, engineering, program development and management during his two decades in government. Tony has a Bachelor's Degree in Civil Engineering from the California State University of Long Beach and is a licensed Civil Engineer.
Kenneth Tonkovich joins the Public Works Department as a Building Technician. Prior to joining the City, Kenneth worked as a general contractor for over 35 years. Ken also comes with an extensive knowledge of residential and commercial safety code and regulation background.

Michael Guerrero, Principal Civil Engineer, is not able to attend tonight's presentation, but the City wishes to recognize his 25 years of dedicated service.
Michael Grafton, Equipment Mechanic, is not able to attend tonight's presentation, but the City wishes to recognize his 15 years of dedicated service.
