RECOMMENDATION:
Staff recommends that the City Council take the following actions:
a) Waive formal bidding per Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (waivers) due to single-source; and
b) Authorize the purchase of one NAUTILUS High Dump Rider Scrubber / Sweeper from Total Clean in the amount of $98,365.55.
FISCAL IMPLICATIONS:
Funds totaling $98,365.55 are available in the current Fiscal Year 2023-2024 Fleet Fund budget for the purchase of this equipment. This purchase authorization will not impact annual spending and will not require any changes in the budget authorization.
BACKGROUND:
Historically, the City cleans The Strand/Pier, Business District sidewalks, parks, and other locations by hand using pressure washing equipment. This method of hand cleaning is often challenging and inefficient. The acquisition of the ride-on scrubber will allow the City to enhance and broaden its cleaning services with equipment capable of effectively sanitizing and scrubbing while capturing all waste and liquid. Additionally, the benefits associated with the equipment's fundamental features will assist in the City's water conservation and stormwater compliance efforts.
DISCUSSION:
City staff reviewed several different ride-on scrubbers to determine which makes and models meet the City’s needs. Besides size and general dependability concerns, this equipment must be able to navigate all areas of the City, including hilly terrain and narrow and/or tight curves. Staff determined that the NAUTILUS High Dump Rider Scrubber / Sweeper is the only scrubber available that will meet the City’s needs. Total Clean is the exclusive authorized dealer in the southwest region of the United States for this equipment. Therefore, alternative quotes for this item cannot be obtained.
Staff recommends that the City Council waive formal bidding per MBMC Section 2.36.140 (waivers) and approve the purchase of one NAUTILUS High Dump Rider Scrubber / Sweeper from Total Clean in the amount of $98,365.55. If this purchase is approved, the equipment will be delivered within a week.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this purchase.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
