Staff recommends that the City Council:
 
1.      Reject all bids for the Strand Stairs Rehabilitation Project and Authorize Staff to Re-Scope and Rebid.
 
2.      Reject all bids for the Strand Wall Repair and Enhancement Project and Authorize Staff to Rebid.

FISCAL IMPLICATIONS:
There is approximately $1.5 million available for construction and construction management for the Strand Stairs Rehabilitation Project.  There is $65,000 available from the Public Trust Fund for the construction of the Strand Wall Repair and Enhancement Project.  There is no fiscal impact associated with the recommended action.    
 
BACKGROUND:
There are currently two major recreational features located along the City's entire two mile coastline, a pedestrian walkway (Strand) owned and maintained by the City and a bike path (Marvin Braude Bike Path) owned and operated by the County of Los Angeles Department of Public Works. The bike path is situated to the west of the Strand and is separated from the Strand by a vegetated slope of varying widths and grade. Connecting the Strand and the bike path are thirty six pedestrian access points. Twenty seven of these access ways have stairs of varying designs and conditions.
 
For the Strand Stair Rehabilitation Project, twenty-four locations were identified to be repaired, removed and/or replaced. The improvements will provide safe access from the Strand to the beach and will comply with current ADA requirements.
 
For the Strand Wall Repair and Enhancement Project, five locations have been identified for repair and aesthetic enhancement. The proposed locations are at Rosecrans Avenue, 20th Street, 18th Street, 16th Street, and 14th Street.  Besides repairing the damaged existing concrete retaining walls, the majority of the work consists of sandblasting wave motifs on the repaired retaining walls.  
 
DISCUSSION:
Strand Wall Repair and Enhancement Project: Bid Proposals
Bids were solicited on an open and competitive basis in accordance with the provisions of the State Public Contract Code. The project was advertised for bids in eight (8) construction industry publications and was listed on the City's website for upcoming bids. Subsequently eight (8) sets of plans and specifications were provided to contractors, subcontractors, and material suppliers.
 
A total of two (2) competitive bids were received and opened on October 14, 2014. The bids ranged from the low bid of $79,900 by GMZ Engineering, Inc. to the higher bid of $100,000 from Ruiz Brothers Construction.
 
The design consultant's Probable Cost Estimate for the Strand Wall Repair and Enhancement Project was $40,261. Since the low bidder's bid is almost twice of the original cost estimate and there are only two bids received for this highly specialized work, staff recommends that City Council reject all bids and re-bid the project.  Staff will review the scope and restrictions of the project to see if there are any provisions that can be made to reduce the overall project cost.  Given the relatively short construction period, staff will do its best to rebid the project in time to have construction completed by the 2015 summer season.
 
Strand Stairs Rehabilitation Project: Bid Proposals
Bids were solicited on an open and competitive basis in accordance with the provisions of the State Public Contract Code. The project was advertised for bids in eight (8) construction industry publications and was listed on the City's website for upcoming bids. Subsequently ten (10) sets of plans and specifications were provided to contractors, subcontractors, and material suppliers.
 
A total of two (2) competitive bids were received and opened on October 16, 2014. The bids ranged from the low bid of $1,512,000 by GMZ Engineering, Inc. to the high bid of $1,660,860 from Ruiz Brothers Construction.
 
The design consultant's Probable Cost Estimate for the Strand Stairs Rehabilitation Project was $1,085,248, which is almost 50% more than the original cost estimate.  Staff recommends City Council reject all bids, authorize staff to re-scope and rebid the project.  Staff will review the scope of the project and revise accordingly to reduce the project cost within available budget.  Given the much longer construction period, staff plans on rebidding the project in Spring 2015 to allow construction to start immediately after the 2015 Labor Day Holiday in September.  
 
CONCLUSION:
Staff recommends that the City Council reject all bids for both the Strand Stairs Rehabilitation and the Strand Wall Repair and Enhancement projects.
