Recommended Action

RECOMMENDATION:
Staff recommends that City Council:

1)                     Adopt Resolution No. 24-0092:

a)                     Awarding a Construction Agreement to DBX, Inc. for the Manhattan Beach Boulevard Eastbound Left-Turn Improvement at Aviation Boulevard Project (Project) for $543,606;

b)                     Approving the Plans and Specifications for the Project; and

c)                     Authorizing the City Manager to execute the agreement and authorizing the City Manager and/or his or her designee to approve extra work up to $135,901.

2)                     Adopt a determination of exemption pursuant to CEQA.

FISCAL IMPLICATIONS:

The construction agreement with DBX, Inc. is for $543,606 with a $135,901 contingency for a total amount not to exceed $679,507. Sufficient funds are available in the Measure M Fund. Expenditures for the Project are fully funded by a grant from the Los Angeles County Metropolitan Transportation Authority (Metro) in the amount of $1,200,000. A Budget and Expenditures Summary Report is attached.

BACKGROUND:

Currently, the eastbound left-turn pocket length on Manhattan Beach Boulevard (MBB) at Aviation Boulevard is 200 feet, which accommodates approximately 10 queueing cars. Due to the high demand for eastbound left-turning traffic, especially during the peak commuting periods, and insufficient storage capacity in the eastbound left-turn lane, vehicles are queued into the number one eastbound through-lane impeding through traffic.

The proposed Project will elongate the existing eastbound left-turn lane pocket from approximately 200 feet to 330 feet. The scope of the Project includes the reconstruction of the median island located on MBB west of Aviation Boulevard. The Project does not include any modifications to the number of travel lanes, does not require the removal of on-street parking, and would keep the currently allowed eastbound U-turn activities. The Project requires the removal of a cluster of small palm trees and relocation of the existing monument sign further west in the median. The proposed improvements will relieve the congestion during peak commuting periods and allow smooth traffic flow along MBB, which will ultimately relieve traffic congestion along the MBB and Aviation Boulevard traffic corridors.

On July 5, 2022, City Council authorized the City Manager to execute a Measure M Funding Agreement with Metro in the amount of $1,200,000 for engineering design, environmental clearance, and construction.

On February 21, 2023, two Preliminary Design Concepts for the Project were submitted to City Council and staff’s recommended concept was approved. The Project plans and specifications were completed in January 2024 and are in conformance with Caltrans design standards.

DISCUSSION:

The Project was originally advertised for construction bids on PlanetBids (an online service that connects vendors, suppliers, and contractors to government procurement opportunities) on January 31, 2024. Six bids were received on March 21, 2024, however, due to a discrepancy in the bid item quantity for asphalt concrete (AC) pavement, all bids were rejected by City Council on May 21, 2024.

The Project was re-advertised with corrected quantities on May 28, 2024. One bid was received and opened on July 1, 2024. The bid result is as follows:

Contractor                     Calculated Total Bid Amount

DBX, Inc.                                    $543,606.00

The packet was analyzed for arithmetical errors, completeness, accuracy, etc. Staff reviewed the bid, contractor’s license, and references of the bidder, DBX, Inc. (DBX). The bid and license are in order. References indicate that DBX has the knowledge and capability to complete the work in accordance with the plans and specifications.

Therefore, staff recommends that the City Council award a Construction Agreement to DBX for $543,606 and authorize the City Manager and/or his or her designee to approve change orders up to $135,901 for additional work. The work is estimated to be completed in approximately six months once it commences in fall of 2024.

PUBLIC OUTREACH:

Items related to this Project were agendized for City Council meetings on July 5, 2022, October 4, 2022, February 21, 2023, and May 21, 2024. Public outreach meetings have been conducted during the design phase of the Project to inform the public and neighboring businesses of the proposed improvements and their benefit to the community. All public comments and recommendations on the design details have been analyzed and considered, as appropriate, during the design phase. Staff has also coordinated closely with the City of Redondo Beach.

Area residents and businesses will continue to be updated with information posted on the City’s website. Once the construction phase begins, public outreach will include mailed construction notice to nearby properties, changeable message boards, social media posts, and monthly updates on the Project website.

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed Project for compliance with the California Environmental Quality Act (CEQA) and has determined that the Project qualifies for a Class 1(c) categorical exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines, since the Project focuses on the existing intersection improvement, involving no expansion of public facilities. Thus, no further environmental review is necessary.

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
