Recommended Action
RECOMMENDATION:
Staff recommends that the City Council award RFP #966-14 to Clinical Lab of San Bernardino for a three-year water quality testing services contract with an estimated value of $22,935; and authorize the City Manager to negotiate and execute a contract.

FISCAL IMPLICATIONS:
Sufficient funds are available in the fiscal year 2013-2014 Public Works budget. Adequate funds will be provided for in future years' budgets for these services.
 
BACKGROUND:
The State and Federal Governments require the City to perform weekly tests of our drinking water system for bacteria as well as periodic testing for other contaminants such as lead, copper and trihalomethanes (which are carcinogenic) among others. The testing requires the services of a California Department of Health certified and qualified laboratory.
 
Due to the expiration of the current contract, the City released a Request for Proposal (RFP) with the scope focused on ability to handle the City's requirements, pricing, turnaround time and customer service.
 
DISCUSSION:
Five responses were received (including one "no bid") from the Request for Proposal for water quality testing services. Because this is a service contract, vendor selection is based upon many factors: prior experience, facilities, expertise, equipment, quality control and cost. After a review of all proposals, staff recommends Clinical Lab of San Bernardino (CLSB) for this contract.  CLSB has been in business since 1967 and has the proper staffing and equipment to service the City's contract.  Further, the City has utilized this vendor in the past and has been pleased with their turnaround time, responsiveness and consistent lab results, which speaks to their high quality control. Finally, CLSB is the lowest cost proposer. The comparison (Attachment 1) shows the cost proposed by each vendor for the three-year contract term.
 
CONCLUSION:
Staff recommends that the City Council award a three-year contract to Clinical Lab of San Bernardino for water quality testing services, with an estimated value of $22,935. If approved, the contract will be executed by the City Manager to ensure continuation of these Federal and State mandated services.
