Staff recommends that the City Council approve the Fiscal Year 2023-2024 City Council Work Plan as presented.

FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action. However, various City Council Work Plan items have associated fiscal implications which will require expenditure approvals at future City Council meetings.
BACKGROUND:
The City Council regularly reviews the Work Plan document that lists the City Council’s priorities. The document contains significant initiatives that require many hours of staff time or substantial financial resources with high community involvement, community interest or impact to city operations.
On a quarterly basis, the City Council receives updates on the Work Plan. Additionally, on an annual basis, City Council reviews all items and develops the next fiscal year’s Work Plan.
The City Council’s current Work Plan was last discussed at the March 15, 2023, City Council meeting. At the meeting, the City Council took a variety of actions related to the Work Plan including direction to consolidate the Commission Work Plan items into the City Council Work Plan. Below are a summary of items that have been added or removed with utilizing the title of the item and the justification for the changes.
Added Items to City Council Work Plan
1. Homeless Court Diversion Program - Added as new Council initiative;
2. Task Force and Committees Policy Development/Guidelines - Added as new Council initiative;
3. Revenue Enhancements - Added as new Council initiative;
4. Parking Meter & Kiosk Exploration - Added as new Council initiative;
5. Parking Lot 3 Replacement Feasibility Study- Added as new Council initiative;
6. Sand Dune Park Master Plan - Added from the Parks and Recreation Commission Work Plan;
7. Dog Parks and Community Parkettes - Added from the Parks and Recreation Commission Work Plan;
8. Explore Repurposing Pay N’ Play - Added from the Parks and Recreation Commission Work Plan;
9. Explore Aquatics Facility - Added from the Parks and Recreation Commission Work Plan;
10. Library Commission Programs - Added from the Library Commission Work Plan;
11. Zoning Code Cleanup - Added from the Planning Commission Work Plan;
12. Neighborhood Traffic Management Plans - Added from the Parking and Public Improvement Commission Work Plan; and
13. Bruce’s Beach Art Project - Added by staff as recognized Council initiative;
14. 2024 Juneteenth Event(s) - Added by staff as recognized Council initiative;
15. Public Art Program & Future Opportunities - Added from multiple items on the Cultural Arts Commission Work Plan.
Removed Items from City Council Work Plan
1. Centralized Citywide Contract Management Systems - Moved to Department Item as it is ongoing responsibility;
2. Internal Policies and Procedures Review - Moved to Department Item as it is ongoing responsibility;
3. Digital Wall in City Hall - Ongoing work but reflected in Capital Improvement Program;
4. NFC Fitness Court - Ongoing work but reflected in Capital Improvement Program;
5. Polliwog Park Play Equipment - Ongoing work but reflected in Capital Improvement Program;
6. Radio Replacement Project - Moved to Department Item as it is ongoing responsibility;
7. Computer Aided Dispatch and Records Management System Replacement Project - Moved to Department Item as it is ongoing responsibility;
8. Replace Dispatch Software, Database Management, CAD Integration - Moved to Department Item as it is ongoing responsibility;
9. Emergency Notification System - Moved to Department Item as it is ongoing responsibility;
10. Environmental Sustainability Work Plan - Moved to Department Item as it is ongoing responsibility;
11. Climate Ready MB - Moved to Department Item as it is ongoing responsibility;
12. Senior & Scout House Project including Joslyn Center Façade - Ongoing work but reflected in Capital Improvement Program;
13. Uniform Citywide Wayfinding Sign Program Phase 1 Implementation - Ongoing work but reflected in Capital Improvement Program;
14. Enterprise Resource Planning (ERP) System - Moved to Department Item as it is ongoing responsibility; and
15. Work Order Management - Following staff analysis, item was not needed.
DISCUSSION:
The current Work Plan reflects the City Council’s priorities for the coming 12-18 months (Attachment #1). Additionally, staff has provided a summary of all the work plan items (Attachment #2) which includes status, and updated target dates of completion.
The City Council Work Plan features priority levels on projects, funding sources, commission(s) involved and images. Priority levels are organized in the following categories with the following definitions:
• A - Critical
• B - Important
• C - Normal
In addition to the City Council Work Plan, staff is concurrently dedicating significant time and resources to projects not on the City Council Work Plan. These projects are listed as “Department Work Plan Items” and are contained in Attachment #3.
Currently, the City Council Work Plan contains 25 items across 9 City departments. Many items involve multiple departments. Staff has prepared a matrix (Attachment #4) to inform the City Council which items require work from multiple departments.
CONCLUSION:
Staff recommends that the City Council approve the Fiscal Year 2023-2024 City Council Work Plan as presented.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
