RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 26-0074 approving a comprehensive citywide salary schedule (attached and titled City of Manhattan Beach - Salary Schedule).
FISCAL IMPLICATIONS:
The salary adjustments and establishment of new ranges have been accounted for through the budget adoption process and have been detailed in the staff reports related to the adoption of Memoranda of Understanding (MOUs), the Full-Time and Part-Time Unrepresented Compensation Plans, or the City Manager’s employment agreement. The approval of the salary schedule does not have any independent fiscal implications.
BACKGROUND:
Staff periodically presents a comprehensive Citywide salary schedule to the Council, which consolidates all prior classification and compensation changes made through negotiations or the budget process, as well as salary range adjustments and classification changes made throughout the year. The attached resolution and salary schedule fulfill California Public Employees Retirement System (CalPERS) requirements for a comprehensive, publicly available pay schedule.
DISCUSSION:
In the interest of transparency, CalPERS requires public agencies to adopt and post a comprehensive, publicly available pay schedule on their websites. The City periodically updates its salary schedule to capture any changes made to salaries since the last Council-approved schedule. The attached updated salary schedule includes all changes to the City’s classification plan previously approved in the budget, presented in a comprehensive format for all City positions to satisfy State law requirements. The updated salary schedule reflects the updated salary ranges previously approved for the Unrepresented Compensation Plans, and the represented Manhattan Beach Police Officers’ Association (MBPOA), Manhattan Beach Police Management Association (MBPMA), Manhattan Beach Mid-Management Employees Association (MBMEA), and Teamsters Local 986 (Teamsters) through negotiated multi-year MOUs.
The attached salary schedule also includes adjustments to the salary ranges for the Fire Department sworn positions. Therefore, approval of this salary schedule is contingent upon the approval of the Manhattan Beach Firefighters Association (MBFA) MOU, presented at this same meeting for adoption consistent with City Council’s direction in closed session for the compensation adjustments. The staff report for the MBFA MOU adoption discusses the fiscal implications of the associated compensation adjustments.
The salary schedule also reflects the updated salary for the City Manager, approved by the City Council at the May 5, 2026 City Council Meeting. In full compliance with SB 1436, as amended by SB 707 in 2025, an oral report was presented regarding the City Manager’s salary adjustment and fringe benefits at that time.
In addition, the salary schedule includes a title change for the Meter Repair Worker to Parking Services Technician. The title change update was implemented to more accurately reflect the essential functions performed by the position.
In sum, the attached classification and salary listing has been prepared to comply with California Public Employees’ Retirement System (CalPERS) requirements that the City Council approve a publicly available pay schedule for all approved pay rates, independent from the salary schedules attached to the MOU’s or otherwise approved by the City Council. These requirements are contained in Government Code § 20636(b)(1) and California Code of Regulations (CCR) § 570.5.
PUBLIC OUTREACH:
The City Council has approved all compensation changes contained within the salary schedule, with staff reports detailing the changes.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it consists of an administrative activity of government that will not result in direct or indirect physical changes in the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
