RECOMMENDATION:
Staff recommends that the City Council ratify the purchase of one budgeted Ford F250 stake bed from Ted Jones Ford Inc. dba Ken Grody Ford in the amount of $66,781.86 and one Chevrolet Tahoe from Camino Real Chevrolet in the amount of $66,376.71 pursuant to Manhattan Beach Municipal Code (MBMC) Section 2.36.140 (Waivers).

FISCAL IMPLICATIONS:
Sufficient funds for these vehicles are available in the Fleet Management Fund. Funds for the Chevrolet Tahoe are available through cancelling a purchase order due to a long lead-time for delivery of a similar vehicle originally approved at the February 21, 2023, City Council meeting.
BACKGROUND:
On July 5, 2023, City Council authorized an alternative purchasing process for the acquisition of budgeted vehicles and related equipment for Fiscal Year (FY) 2023-2024. In summary, staff proposed an informal bidding process for vehicles and equipment budgeted in FY 2023-2024 for items in stock or in transit provided that the purchase is subsequently ratified by City Council.
The FY 2023-2024 budget includes funding for the purchase of 13 vehicles in the City’s fleet to retain service levels, reduce repair costs, and provide cost-effective fleet operations.
DISCUSSION:
This purchase is for two replacement vehicles; one is for the Public Works Department and the other is for the Fire Department. The Public Works vehicle to be replaced is over 34 years old and has reached the end of its useful life. The Fire Department vehicle to be replaced is over six years old with mileage of 85,000 and will be reassigned to the Community Risk Reduction Section. The replacement vehicles have been approved by the Utilities Division and the City’s Acting Equipment Maintenance Supervisor.
Staff obtained three quotes for each vehicle. Based on the quotes received, staff issued a purchase order to the lowest responsive bidder, Ted Jones Ford Inc. dba Ken Grody Ford, for the purchase of one Ford F250 stake bed truck in the amount of $66,781.86. In addition, staff issued a separate purchase order to Camino Real Chevrolet for the purchase of one Chevrolet Tahoe in the amount of 66,376.71. The existing Public Works vehicle will be declared surplus and sent to auction for the highest attainable value, and the Fire Department vehicle will be repurposed.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this item.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
