BACKGROUND:
To help guide decision-making at all levels of the organization, and to focus the City's efforts on its core functions, the City developed a Strategic Plan in January 2012. The Strategic Plan consisted of a mission statement, core values, three-year goals, and six-month objectives.
The City Council's three-year goals state what the organization needs to accomplish, consistent with the mission statement and organizational progress toward its Vision.
The City has identified four (4) three-year goals for 2012-2015 (listed in no particular order):
1. Maintain and enhance financial stability.
2. Increase organizational effectiveness and efficiency.
3. Maintain and enhance city facilities, programs and infrastructure.
4. Encourage engagement and increase participation by residents and businesses.
Approximately every six months, the City Council and Department Heads meet to evaluate progress on the goals, identify core values for the City, and to develop objectives for the next six-month period. The most recent six month review took place on July 9 and 10, 2013.
The City Council receives monthly updates to the Strategic Plan Monitoring Matrix (Attachment 1) in order to measure progress on the goals and objectives, and to allow for the revision of those objectives (add, amend, and/or delete), as needed. The objectives have not been revised since the most recent six month review.
DISCUSSION:
At a City Council meeting on July 9, 2013, the City Council received public input as part of the process to evaluate progress on the three-year goals and to develop objectives for the next six-month period. This additional opportunity for public input prior to the day-long session on July 10th is a recent modification of the update process to encourage greater public participation.
An update on the progress of the six-month strategic objectives identified and scheduled for completion by January 14, 2014, is included in Attachment 1.Progress continues to be made and the items below highlight those items where any adjustments have been made:
Increase Organizational Effectiveness and Efficiency
Objective 5 - Revised with a new target date of December 3rd given Council agenda constraints.
Maintain and Enhance City Facilities, Programs and Infrastructure
Objective 4 - The Planning Commission discussed a proposed ordinance regarding the downtown retail environment on November 13th but took no action and requested more information.
Enhance, Preserve and Protect the Environment and Health of Our Beach Community
Objective 4 - An item regarding tobacco control outdoors has been delayed due to heavy Council agendas.
The City Council received a presentation from the Policy Governance & Strategic Planning Subcommittee on November 19th. The development of the next generation of strategic plan which will result from this effort will mean that the next update of the Strategic Plan will occur after the current strategic plan six month objectives period has concluded. Staff will continue to implement the current objectives pending the development of the updated Strategic Plan.
CONCLUSION:
Staff recommends that the City Council receive and file this report.
