Recommended Action
RECOMMENDATION:
Staff recommends that City Council approve the Side Letter Agreement between the City of Manhattan Beach and the Teamsters Local 911 extending the trial period for the alternative work schedule for (3) months.

FISCAL IMPLICATIONS:
There are no fiscal implications with approving this side letter.
 
BACKGROUND:
The City and the Teamsters Local 911 entered into a Memorandum of Understanding (MOU) beginning on January 1, 2013 through December 31, 2015.  As part of the MOU the City agreed to implement alternative work schedules for City Hall employees and Maintenance employees assigned to the Public Works Yard.  These schedules were implemented on April 6, 2013.
On April 1, 2014, the City Council approved a Side Letter Agreement extending the trial period for the alternative work schedules from twelve (12) months to eighteen (18) months given the vacancy of the City Manager position.
On March 4, 2015, the City Manager and Interim Human Resource Director met with the Teamsters Union Representative, Carlos Rubio, and City Teamsters Stewards to discuss the effectiveness of the alternate 9/80 work schedule.  The City advised the Union that the current form of the 9/80 work schedule is not meeting the City's operational needs and will come to an end by July 17, 2015 unless the parties affirmatively agree in writing to extend the schedule or make it permanently part of their MOU. The City will inform the Union by June 5, 2015 as to its intentions of either letting the alternative work schedule end on July 17, 2015 or whether it intends to modify it or have it continue beyond that date.   
 
DISCUSSION:
The City implemented the alternative work schedules while keeping City Hall hours the same as they were before the implementation (M-F 8:00am - 5:00pm).  Employees worked with their respective Department Heads to determine their individual work schedule while ensuring City services would be covered during business hours.  Over the past two years, each department has been evaluating the alternative work schedule in terms of operational efficiency for their departments.  Based upon that evaluation, other alternative work schedule models are being reviewed which have the potential to provide increased service hours to residents.
The new City Manager, joined the City on July 7, 2014.  Mr. Danaj has requested additional time to consider other alternative work schedule models before making a final recommendation to the City Council.
CONCLUSION:
Staff recommends that City Council approve the Side Letter Agreement between the City of Manhattan Beach and the Teamsters Local 911.
