RECOMMENDATION:
Staff recommends that the City Council:
a) Waive formal bid requirements pursuant to Manhattan Beach Municipal Code Section 2.36.150 (cooperative purchasing); and
b) Adopt Resolution No. 24-0052 approving an agreement with General Pump, Inc. for maintenance and repair services of City-owned wells for an amount not-to-exceed $300,000.
FISCAL IMPLICATIONS:
Sufficient funding for the agreement is available within the Water Fund. Future years will be budgeted accordingly.
BACKGROUND:
The City’s water system consists of two operational wells, Well 11A and Well 15, which require ongoing maintenance and repairs. Due to the regulatory compliance requirements and complexity associated with the wells, the City has historically contracted for these services.
DISCUSSION:
Under this proposed contract, General Pump Company, Inc. will provide the City with maintenance and repair services for Well 11A and Well 15 as deemed necessary by staff.
These services include:
• Well system optimization
• Providing and installing engineered pump and well equipment
• Identifying and providing the appropriate mechanical and chemical well redevelopment
• Maintenance programs
• Pump and motor repair
• Electrical, SCADA, and transducer support related to pump operations
• Casing repair and swedging
• Video and geophysical logging support
The recommended purchase is being achieved utilizing the City’s cooperative purchasing or “piggybacking” policy. This policy allows for the extension of pricing, terms, and conditions of one agency’s contract to other governmental agencies with the mutual consent of all parties. In April 2023, the City of Orange issued Request for Proposal (RFP) 22-23.40 soliciting prospective firms to provide well maintenance and repair services for its water system. The City of Orange then publicly awarded the contract to General Pump Company, Inc. in accordance with its procurement regulations.
Staff recommends that the City Council waive formal bid requirements pursuant to Manhattan Beach Municipal Code Section 2.36.150 (cooperative purchasing) and adopt Resolution No. 24-0052 approving an agreement with General Pump Company, Inc. for maintenance and repair services of City-owned wells for an amount not to exceed $300,000. This agreement provides for the same pricing, terms, and conditions obtained by the City of Orange under its competitive bidding process.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class (1)(b) categorical exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines since the wells are existing publicly-owned infrastructure providing public utility services. Thus, no further environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
