Staff recommends that the City Council adopt Resolution No. 24-0023:

 

1.                     Approving a professional services agreement with Pacifica Services, Inc. in the amount of $229,320 for construction management and inspection services for the Cycle 2 Water Infrastructure Improvement and Street Resurfacing Project (Project); and

2.                     Authorizing the City Manager and/or his or her designee to execute the agreement.

 

FISCAL IMPLICATIONS:

Sufficient funds of $229,320 are available for the professional services agreement with Pacifica Services, Inc. within the Water Fund. A Budget and Expenditure Summary Report is attached.

 

BACKGROUND:

The Cycle 2 Water Infrastructure Improvement and Street Resurfacing Project consists of excavation, installation of roughly 3,300 linear feet of 6-inch ductile iron pipe, installation of 30 gate valves, curb to curb pavement rehabilitation, 15 Americans with Disabilities Act (ADA) compliant curb ramp replacements, and all appurtenant work as shown on the plans and delineated in the specifications. Additionally, five street segments within the project area will be resurfaced over the entire width of the roadway, ensuring enhanced durability and user experience for the community. The Pavement Condition Index (PCI) and the corresponding improvement in PCI for each street is included in the list below. Note, the surveyed PCI does not consider the pavement condition after installing the proposed water main and services, which will further degrade PCI unless repaved once the water main installation work is completed.

 

1.                     Flournoy Road (including street resurfacing) from 18th Street to 19th Street. Flournoy Road has PCI of 80 and once complete PCI will reach 100.

2.                     Agnes Road (including street resurfacing) from 18th Street to 23rd Street. Agnes Road has PCI of 75 and once complete PCI will reach 100.

3.                     19th Street (including street resurfacing) from Herrin Avenue to Redondo Avenue. 19th Street has PCI of 36 and once complete PCI will reach 100.

4.                     21st Street (including street resurfacing) from Herrin Avenue to Redondo Avenue. 21St Street has a PCI of 34 and once complete PCI will reach 100.

5.                     Herrin Avenue (including street resurfacing) from 21st Street to 22nd Street. Herrin Avenue has a PCI of 24 and once complete PCI will reach 100.

6.                     14th Street from Ardmore Avenue to Deegan Place.

 

DISCUSSION:

During the engineering design phase of the Project, staff issued a Request for Proposals on October 30, 2023, for construction management and inspection services for the Project. A total of six proposals were received on November 29, 2023. Proposals were evaluated and ranked by an evaluation committee of City staff according to the following selection criteria:

 

                     Demonstrated understanding of the scope of services

                     Key personnel qualifications and experience with similar projects

                     Project management methods and quality control/assurance

 

Based on the selection criteria, Pacifica Services, Inc. provided a very responsive proposal. The assigned staff has excellent experience on similar projects, identified and understands the key project issues, and proposed an appropriate level of staffing for the size and complexity of the project. The scope of work and methodology was clearly outlined to oversee the project in a timely manner. Therefore, staff recommends that City Council award a construction management and inspection services agreement to Pacifica Services, Inc. for the Project.

 

PUBLIC OUTREACH:

The Project was presented to the Parking and Public Improvements Commission (PPIC) on October 26, 2023. Additionally, a public outreach meeting with stakeholders was held on November 6, 2023, in the City Council Chambers to present the Project design and discuss the benefits to the community and construction impacts. Once the construction phase begins, public outreach will include an initial construction notice mailed to nearby residents and regular updates at construction milestones on the City’s website.

 

ENVIROMENTAL REVIEW:

The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1(b) and (c) of the State CEQA Guidelines for repair and maintenance of existing public facilities including utility services and streets and sidewalks. Thus, no further environmental review is necessary.

 

LEGAL REVIEW:

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
