RECOMMENDATION:

Staff recommends that the City Council adopt the following goals for the City Manager for Fiscal Year 2016-17.

There are no fiscal implications associated with this action.

 

BACKGROUND:

The City Council met in Closed Session on November 16, 2015 for the City Manager and City Attorney performance evaluations.  Below are the goals that were established for the City Manager for Fiscal Year 2016-2017:


Goal 1:   Continue to build the capacity and competency of the organization.  This would include reinforcing standards, for example improved staff reports (Executive Summary, alternatives and appropriate levels of supporting data).  Build competencies so staff recommendations on policy issues are timely, comprehensive and impartial, aimed at objectively and rationally uncovering the strengths and weaknesses of a particular issue.  This will allow the City Council to see all sides, creating a platform for fact-based deliberation and decision-making.

 

Goal 2:   Further improvement in budget process, with better articulated options and Capital Improvement Plan, including short, medium and long range goals to address unmet capital improvement needs and the means to pay for such improvements.

 

Goal 3:   Choose a capable Information Technology Department Director, partner with this individual to implement technology improvements and the Information Systems Master Plan, and develop and present metrics demonstrating progress.

 

Goal 4:   Choose a capable Economic Vitality Manager and establish an Economic Development Advisory Council consistent with Council direction, with well-defined performance objectives that include attention to Sepulveda Corridor.

 

Goal 5:   Work with the new Human Resources Director and City Attorney to develop a comprehensive Human Resources system with key components, including:

                     Salary planning tools and Salary Plan and updated organization chart;

                     Performance management tools including annual evaluations;

                     Organizational development components;

                     Modernized personnel rules; and

                     Workers’ Compensation improvements

 

CONCLUSION:

Staff recommends that the City Council adopt the above Fiscal Year 2016-17 goals for the City Manager.
