RECOMMENDATION:

Staff recommends that the City Council:

 

1.                     Adopt Resolution No. 24-0042:

 

a.                     Approving a Professional Design Services Agreement to Geosyntec Consultants, Inc. for Manhattan Beach Dominguez Channel Stormwater Infiltration Project (Project) Feasibility Study and Preliminary Design in the amount of $299,869.

b.                     Authorize the City Manager, and/or his or her designee, to execute the agreement.

 

2.                     Approve a reappropriation from the Annual Storm Drain Capital BMP Project within the Storm Drain Fund in the amount of $300,000 for the Project.

 

FISCAL IMPLICATIONS:

A reappropriation of funds totaling $300,000 is needed to fully fund the Manhattan Beach Dominguez Channel Stormwater Infiltration Project. Sufficient funds for this reappropriation are available in the Annual Storm Drain Capital BMP Project within the Storm Drain Fund. A Project Budget and Expenditures Summary is attached.

 

BACKGROUND:

In 2012, the Los Angeles Regional Water Quality Control Board (Water Board) issued Order No. R4-2012-0175 NPDES Permit No. CAS004001 (Permit) establishing waste discharge requirements for municipal separate storm sewer system (MS4) discharges within the coastal watersheds of Los Angeles County, except those discharges originating from the City of Long Beach. In accordance with the Permit, the City of Manhattan Beach, along with the Cities of Hermosa Beach, Redondo Beach, and Torrance, and together with the Los Angeles County Flood Control District, collectively formed the Beach Cities Watershed Management Group (Beach Cities WMG). 

 

The Beach Cities WMG agreed to collaborate on the development of an Enhanced Watershed Management Program (EWMP) for the Santa Monica Bay and Dominguez Channel watersheds within their jurisdictions. The latest update of the EWMP, approved by City Council on June 15, 2021, includes the proposed Project to capture and infiltrate stormwater flows from a 255-acre mixed-use area within North-East Manhattan Beach, which is part of the Dominguez Channel watershed. 

       

DISCUSSION:

The City issued a Request for Proposals (RFP) on February 29, 2024, seeking professional design services for the Manhattan Beach Dominguez Channel Stormwater Infiltration Project. The scope of work includes project management, background research, surveying, field verification, a geotechnical investigation, a hydrology and hydraulics study, a feasibility study, and conceptual design(s) for the recommended location.

 

Specifically, the Feasibility Study will investigate possible project locations in the area of the Westdrift Golf Course for drywells, or if not possible, an underground detention basin. The Study may also explore other multi-benefit surface greening elements in the subject 255-acre mixed-use area.

 

Two proposals were received by the April 1, 2024 deadline. These proposals were evaluated by an evaluation committee of City staff according to the following selection criteria:

 

                     Demonstrated understanding of the Scope of Services requested;

                     Firm qualifications and experience performing similar work;

                     Project/Construction management methods and quality control;

                     Qualifications and experience of key personnel; and

                     Consultant familiarity with local (sensitivity) conditions

 

Based on the selection criteria, Geosyntec Consultants, Inc. provided a responsive proposal. The assigned staff has excellent experience on similar projects, identified and understands the key project issues, and proposed an appropriate level of staffing for the size and complexity of the project. Geosyntec Consultants, Inc.’s methodology for executing the scope of work was clear and organized. Therefore, staff recommends that City Council award a Professional Design Services Agreement to Geosyntec Consultants, Inc. for this project. 

 

PUBLIC OUTREACH:  

The RFP for the feasibility study and design services was advertised on the City's website and on PlanetBids, a public bid notification board. Additionally, outreach was conducted to the neighboring properties that may be effected by work on the Project, including the Westdrift Hotel, Manhattan Market Place, and MBS Media Campus (Manhattan Beach Studios). Once the project progresses to design and construction, outreach would include community notifications and meetings, presentations to the Parking and Public Improvements Commission (PPIC), as appropriate, and consideration by City Council.

 

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that there is no possibility that the activity may have a significant effect on the environment; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA.

 

LEGAL REVIEW:

The agreement has been reviewed by the City Attorney and are approved as to form.
