RECOMMENDATION:
Staff recommends that the City Council:
a) Award Bid #994-15 to EnPointe Technologies for a three-year Microsoft Enterprise Software Licensing agreement with an estimated value of $174,935; and
b) Authorize the City Manager to negotiate and execute an agreement.

FISCAL IMPLICATIONS:
The total cost of obtaining the Microsoft Enterprise Software licensing is $174,935 over the three year period. Sufficient funds are available in Fiscal Year 2014-15, and will be provided for in future budgets.
BACKGROUND:
Since inception of the City's network in 1995, the City has standardized on Microsoft products for our workstation operating systems (OS), network service operating systems, and the Microsoft suite of office applications (Word, Excel, PowerPoint, etc.). This decision was based upon the de facto standardization on Microsoft products throughout the country, as well as the integration and compatibility of all products.
The Microsoft Enterprise Software Licensing Agreement provides public agencies volume pricing for Microsoft licenses at a discounted rate and upgrade rights to the latest Microsoft software products.
Historically, the City has purchased these licenses by utilizing larger agencies' existing contracts. This is done because such agencies purchase in greater quantities and consequently obtain preferential pricing. Because these contracts were awarded to multiple vendors, staff felt it prudent to solicit bids independently from vendors that have won these large agencies' contracts in the past.
DISCUSSION:
Request for bids were issued to six vendors and posted on the City's website. A total of five bid responses were received. The bid comparison (Attachment 1) shows the results (the lowest bid is indicated in bold font). Please note that staff confirmed the highest bid (Gov Connection) given the disparity between bids. Based on the bid results, staff recommends that the City Council award Bid #994-15 to the lowest responsible bidder, EnPointe Technologies, for a three-year Microsoft Enterprise Licensing Agreement in the amount of $174,935. Payment for these licenses will be made annually over the next three years.
CONCLUSION:
Staff recommends that the City Council:
c) Award Bid #994-15 to EnPointe Technologies for a three-year Microsoft Enterprise Software Licensing agreement with an estimated value of $174,935; and
d) Authorize the City Manager to negotiate and execute an agreement.
