Recommended Action
RECOMMENDATION:
Staff recommends that the City Council:
1. Approve final payment in the amount of $42,194.29 to KTB Construction Inc. for the Rosecrans Avenue Widening Project;
2. Formally accept the construction contract for the Rosecrans Avenue Widening Project as complete; and
3. Authorize filing of the appropriate Notice of Completion and the release of retention in the amount of $19,610.16.

FISCAL IMPLICATIONS:
The City Council appropriated funding in the amount of $525,000 for this project in the Fiscal Year 15/16 Capital Improvement Plan Budget. The final Budget and Expenditures report is provided as Attachment No.1.
BACKGROUND:
For the past several years, City staff had been working with Southern California Edison to underground existing overhead utilities along Rosecrans Avenue from Redondo Avenue to Manhattan Gateway. SCE completed the underground work and removed their overhead wires and poles. Removing the wires and poles allowed the City to widen Rosecrans Avenue along these limits in order to construct an additional eastbound through lane which would match the current through lane configuration east of Manhattan Gateway. The scope of this project generally included relocation/reconstruction of the existing curb/gutter/sidewalk/access ramps, traffic signal modifications, and signing/striping modifications. The project also includes construction of a right turn pocket at Manhattan Gateway.
On December 01, 2015, the City Council awarded the construction contract for the project in the amount of $368,750 to KTB Construction Inc. and authorized a construction contingency in the amount of $55,000. Construction started on the project in January 2016 and was completed in April 2016. Southern California Edison is in the process of adjusting and relocating their equipment located in the new sidewalk area and will replace the final affected sidewalk section.
Upon completion, the traffic flow has visibly improved based on the improvements completed by the City.
DISCUSSION:
The overall project was completed within budget. The final completed construction contract cost is $392,203.24. Only one Contract Change Order was issued to the Contractor. The Contractor performed additional work in the net amount of $23,453.24. Payment for this additional work is included in the recommended final payment and is within the construction contingency amount ($55,000) previously approved by the City Council.
Contract Change Order No. 1 was issued because during the course of construction additional work items were required in order to complete the project. The additional work items included:
• Removal/Disposal of Asbestos Pipe
• Utility Service Relocations (water, irrigation, electrical)
• Irrigation/Landscaping Replacements
The Public Works Department has determined that the Contractor has completed the work in accordance with the contract documents. Therefore, City Council is requested to formally accept the construction work as complete, approve the final payment in the amount of $42,194.29, authorize filing of the appropriate Notice of Completion and the release of retention in the amount of $19,610.16 35 days after recordation of the Notice of Completion with the County Recorder.
PUBLIC OUTREACH/INTEREST:
City staff performed significant outreach to adjacent businesses before and during construction.
ENVIRONMENTAL REVIEW:
Based on the California Environmental Quality Act (CEQA) requirements, a Notice of Exemption was filed for the project with the Los Angeles County Clerk’s office.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
