RECOMMENDATION:
Staff recommends that the City Council approve an appropriation and matching revenue adjustment in the Grants Fund for the allocated Community Development Block Grant (CDBG) funding of $199,972 for the Cycle 4 Americans with Disability Act (ADA) Ramps Project. This proposed project is consistent with the City’s Five-Year Capital Improvement Program (CIP).
FISCAL IMPLICATIONS:
An appropriation of $199,972 is required in the Grants Fund to recognize the CDBG funding allocation to the Cycle 4 ADA Ramps Project, along with a matching adjustment to revenues to record the reimbursement from the Los Angeles County Development Authority (LACDA). The current project budget includes $125,000 in Gas Tax Funds. A Project Budget and Expenditures Summary is attached.
BACKGROUND:
The mission of the CDBG Program is to improve the quality of life for low and moderate-income persons, aid in the prevention of neighborhood deterioration, and meet other urgent community development needs. As part of this program, CDBG funds are used to improve the mobility and accessibility of persons with disabilities and senior adults by removing architectural barriers that impede paths of travel.
The City of Manhattan Beach has participated in the federal Housing and Urban Development (HUD) CDBG Program, administered by the LACDA, for the past 25 years. On July 5, 2023, the City Council approved a Participating City Cooperation Agreement with LACDA to continue its participation in the Los Angeles Urban County CDBG Program for three years beginning July 1, 2024, and ending June 30, 2027.
On January 21, 2025, the City conducted a public hearing regarding the proposed use of CDBG funds for Fiscal Year 2024-2025, as required by HUD, and approved a resolution authorizing the allocation of CDBG funds and the execution of an agreement for the Cycle 4 ADA Ramps Project.
On February 12, 2025, the City executed an agreement with LACDA to allocate $102,256 of Fiscal Year 2024-2025 CDBG Funds, and $11,516 of unallocated (carry-over) CDBG funds for a total CDBG funding amount of $113,772.
On July 23, 2025, the City executed an amendment adding $86,200 of its 2025-2026 CDBG allocation, increasing the total amount of the CDBG project budget to $199,972.
DISCUSSION:
CDBG funds are typically allocated to ensure compliance with ADA requirements. Utilizing these annual funds, the City has successfully installed or upgraded approximately 96 ramps since 2017. The City's Five-Year CIP extends this initiative, utilizing CDBG funding. Manhattan Beach's economic profile limits CDBG-funded projects to accessibility improvements.
On January 21, 2025, the City Council held a public hearing to consider using CDBG funds for the Cycle 4 ADA Ramps Project, which will upgrade an estimated 10 to 15 accessible ramps. The Council subsequently adopted Resolution 25-0010. This resolution approved the project, specified the funding, and authorized staff to finalize agreements, make minor changes if necessary, and manage other administrative tasks under the direction of LACDA.
Staff executed the LACDA agreement for an allocation of $113,772 of CDBG funds and then executed Amendment No. 1, adding $86,200 of CDBG funds for a total allocation of $199,972. The resolution contained the budget allocation amount and adjustment but did not use the term appropriation upon execution of the LACDA agreement.
Staff recommends that the City Council approve an appropriation and matching revenue adjustment of $199,972 in the Grants Fund to fully fund the project and record the grant reimbursement.
PUBLIC OUTREACH:
A Public Hearing was held on January 21, 2025, regarding the City's proposed use of CDBG Program funds. In compliance with Federal regulations, a minimum of 30 days' notice was provided to allow for public comment. The notice was published in The Beach Reporter on December 12, 2024, and posted on bulletin boards at City Hall, Joslyn Community Center, and Manhattan Heights on December 11, 2024.
Furthermore, once the project progresses to the construction phase, public outreach will include construction update notices, message boards, social media coordination, and updates on the City’s website.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1(c) categorical exemption pursuant to Section 15301, Existing Facilities of the State CEQA Guidelines. Thus, no further environmental review is necessary.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
