RECOMMENDATION:
Staff recommends that the City Council:
a) Waive formal bidding per Municipal Code Section 2.36.150 (cooperative purchasing);
b) Authorize the City Manager to purchase one portable wastewater pump in the amount of $35,464.05 from Xylem Dewatering Solutions.

FISCAL IMPLICATIONS:
The total cost to purchase this unit is $35,464.05. Funds totaling $87,000 are budgeted in the fiscal year 2012-2013 Public Works Department budget for this expenditure. The remaining funds, $51,630.95, will be used to procure the necessary hoses, valves, clamps, backflow devices and other accessories for this unit's operation.
DISCUSSION:
This recommended purchase is for a portable wastewater pump, which will be used at sewer lift stations in the event of lift station sump, sewer lift pump, or sewer forcemain failure. Lift stations are part of the wastewater system and ensure that waste is delivered to the sewer system from lower elevations for processing at the waste treatment plant. This unit will serve as a bypass pump during emergencies to prevent sewer system overflows.
The recommended make and model of pump is used by the cities of Hermosa Beach and El Segundo. This compatibility to borrow or lend support to our neighboring agencies would be instrumental in case of a catastrophic failure.
Whenever practical, the City "piggybacks" onto contracts which are economically advantageous. In this case, Xylem Dewatering Solutions has offered the City pricing from a 2011 Los Angeles Department of Water and Power (LADWP) contract. LADWP solicited bids for five units and awarded to the lowest responsible, responsive bidder. The bid comparison in Attachment 1 shows the aggregate price, including sales tax.
Because of the pricing and structure of the competitive bid and resulting contract, staff believes that the pricing from the LADWP is the best attainable that meets the City's needs. Based on this available piggyback opportunity, staff recommends City Council authorize the City Manager to award an order to Xylem Dewatering Solutions in the amount of $35,464.05 for the purchase of a portable wastewater pump. If this purchase is approved, the new unit will arrive in approximately six weeks.
