RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 25-0101 approving Amendment No. 2 to the agreement with Control Automation Design, Inc., for Drinking Water SCADA system programming, maintenance, and troubleshooting services, at a cost not-to-exceed $374,900.

 

FISCAL IMPLICATIONS:

The initial contract with Control Automation Design, Inc., and subsequent Amendment No. 1, were approved under the City Manager’s awarding authority in accordance with the City’s purchasing policy. The current contract term extends through June 30, 2026, with provisions for two, one-year extensions.

 

Amendment No. 2 will:

 

                     Extend the contract through June 30, 2027, with the allowance for one additional one-year extension; and

                     Increase the contract amount by $300,000, for a new total not-to-exceed $374,900.

 

A total of $101,400 has been appropriated from the Water Fund in the adopted Fiscal Year (FY) 2025-26 Budget. Future years will be budgeted accordingly.

 

BACKGROUND:

The City utilizes a SCADA (Supervisory Control and Data Acquisition) system to monitor and control its water, wastewater, and stormwater infrastructure, including wells, reservoirs, pumps, valves, and chemical systems.

 

The new Peck Reservoir Treatment Plant incorporates advanced treatment processes and multiple chemical dosing points that require additional SCADA programming and integration to support full automation, improve system monitoring, and optimize groundwater production.


DISCUSSION:

The Peck Reservoir Treatment Plant was designed to treat groundwater from Wells 11A and 15 for iron and manganese removal, and to produce a high-quality water supply that meets or exceeds all State and federal drinking water standards.

 

Although the facility is fully operational, additional SCADA programming and integration are necessary to expand automation of the treatment processes and help maximize water production. This includes enhancements to programmable logic controller (PLC) programming, development and refinement of control logic for flow pacing, chemical dosing, alarm response, and pump optimization.

 

Given the complexity of the treatment process and the City’s goal to maximize use of its groundwater rights, and potential future leased rights, expanded automation is essential to support sustained operations and reduce reliance on imported water.

 

Control Automation Design, Inc., the City’s existing SCADA integrator, has extensive knowledge of the City’s control standards and infrastructure and is best suited to perform the work needed to fully optimize operations at the Peck Reservoir Treatment Plant.

 

PUBLIC OUTREACH:

After analysis, staff determined that public outreach was not required for this item.

ENVIRONMENTAL REVIEW:

The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.


LEGAL REVIEW:

The City Attorney has approved the agreement as to form.
