Recommended Action

RECOMMENDATION:

Staff recommends that City Council adopt Resolution No. 19-0023, modifying the salary range MM-06, which contains the City Engineer classification.

FISCAL IMPLICATIONS:

While the salary range adjustment itself does not impact the budget, a subsequent salary adjustment for the incumbent beyond the current salary range would result in a budget impact. The fiscal impact of the salary adjustment would be paid from budget savings in both years of the current two-year budget cycle.

 

BACKGROUND:

Per the Personnel Rules (Rule V, Section 11, D), the City Manager shall periodically recommend to the City Council adjustments to the salary ranges based upon cost of living, market indicators and internal salary ranges. The City Council may grant such increases to the salary schedules in order to adjust the minimum and maximum of the ranges based upon the recommendation of the City Manager. This item proposes a salary range adjustment for the position of City Engineer, by way of adjusting the minimum and maximum of the salary range MM-06.


DISCUSSION:

The City Manager is recommending that the salary range associated with the City Engineer position be adjusted upwards by 10% in order to recognize the significant expansion to the scope of job responsibilities essential to critical City initiatives, including the doubling of both staff resources and capital project output. This includes the addition of four Senior Engineers and one Public Works Inspector, which were added to help address the growing backlog of capital projects.  There are now more than 45 active capital projects underway, totaling more than $80 million, which include several major, multi-year projects such as replacing Peck Reservoir, constructing a new Scout House and Fire Station No. 2, and upgrading and expanding the Sepulveda Bridge. This salary adjustment will also provide more flexibility in attracting and retaining qualified employees within the role.  This would adjust the salary range MM-06 (which includes City Engineer) by 10%, to $12,613 to $16,410 monthly (current range is $11,466 (min.) to $14,918 (max.) monthly). MM-06 is a salary range associated with employees in the Manhattan Beach Mid-Management Employees Association.
