Recommended Action
RECOMMENDATION:
Staff recommends that City Council award Request-For-Proposal (RFP) #901-13 to Omni-Means, Ltd. in a not-to-exceed amount of $47,314 to prepare a feasibility study to consider roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street, Manhattan Beach Boulevard and Pacific Avenue.

FISCAL IMPLICATIONS:
Funds totaling $80,000 have been allocated in the 2012-2013 Capital Improvement Budget for this specific project. The total cost of the contract with Omni-Means, Ltd. is $47,314 for the initial Phase 1 analysis.  The remaining funds may be used for Phase 2 of the study if the City determines that one or more roundabouts would be both feasible and beneficial to overall traffic safety and operation.
 
BACKGROUND:
On September 18, 2012, City Council approved a draft scope of work for a study to evaluate the feasibility to install roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street and Manhattan Beach Boulevard (Attachment 1).  In addition to studying those two intersections, City Council also recommended including the intersection of Valley Drive/Ardmore Avenue at Pacific Avenue in the scope of work. Staff amended the scope of work to include the third intersection and released a Request for Proposals in mid-October 2012.
 
DISCUSSION:
Through the Request for Proposals process, the City received a total of seven responses. The bid amounts ranged from approximately $31,300 to $143,700. The initial ranking is provided below:

2. Kittleson & Associates
3. KOA Corporation
4. Fehr & Peers
5. DKS Associates
6. Minagar & Associates
7. VA Consulting
 
Upon review of the proposals, there was a wide range of content and qualifications.
Staff evaluated the qualifications and scope of work for each consultant, and ranked the proposals based on completeness, demonstrated understanding of the intended scope, extent of analysis, deliverables, firm's qualifications, prior experience, personnel expertise and city familiarity.  
 
The higher ranked proposals had more relevant experience and/or prior experience, more key personnel expertise and offered more extensive traffic data collection and analysis as part of their methodology and work plan. Omni-Means, Ltd. ranked highest overall, and negotiations were initiated to finalize the study's scope and fee.  While the original proposal and fee was $79,972, the City and Omni-Means, Ltd. agreed to proceed in two phases: 1) an initial feasibility analysis and 2) conceptual roundabout development for one or more locations.  Both phases are identified in the consultants Work Plan (Attachment 2, Exhibit A). The negotiated not-to-exceed fee for Phase 1 is $47,314.
 
If the City determines that one or more roundabouts would be both feasible and beneficial to overall traffic safety and operation, then the City would authorize the consultant to proceed with further development of roundabout design(s).  The cost for Phase 2 would be negotiated prior to authorization to begin detailed design work.
 
CONCLUSION:
Staff recommends that City Council award RFP #901-13 to Omni-Means, Ltd. in a not-to-exceed amount of $47,314 to prepare a feasibility study to consider roundabouts on Valley Drive/Ardmore Avenue at the intersections of 15th Street, Manhattan Beach Boulevard and Pacific Avenue.
