BACKGROUND/DISCUSSION:
In December 2014, the City Council approved an amendment to the existing Master Use Permit, a height variance, and amendment to the Master Sign program/sign exceptions for the Manhattan Village Expansion Project. The Expansion Project is currently in design. The applicant is now seeking approval to make alterations to the exterior of the existing main enclosed Mall building to further enhance the new design theme that is proposed as part of the larger Expansion Project. The Planning Commission is scheduled to take action on the Variance application on November 9, 2016, the same day as the distribution of this City Council Agenda. The height variance is required because the heights of the proposed alterations are over 22 feet.
The proposed improvements include: 1) expanding the existing clerestory skylight further to the west matching the existing 38 foot height; 2) modifying the façade and architectural elements as part of the Mall entrances matching the existing 34’ heights; and 3) increasing the height of the parapet walls along the west facing façade from 22’ and 26’-6” to 28’ to conceal existing and future roof mounted mechanical equipment. The exterior entry corridor will also be widened and remodeled.
In accordance with MBMC Section 10.100.020, any Councilmember may request review of a Planning Commission decision within 20 days, until November 29, 2016, following the decision. This Planning Commission action was placed on this City Council Agenda to inform the City Council of the upcoming action and since the next City Council Agenda meeting (December 6th), is past the 20-day call for review period. For all requests for review, it shall be presumed that the reason for the request is that the decision may have significant and material effects on the quality of life within the City, or that the subject matter of the decision may have City-wide importance warranting review and determination by City’s elected officials. Bias shall not be presumed or inferred due to a request for review.
