Recommended Action
RECOMMENDATION:
Staff recommends that the City Council award RFP #1029-15 to Calpipe Security Bollards for the purchase of crash rated bollards in the amount of $80,577.14.

FISCAL IMPLICATIONS:
Funds totaling $100,000 are budgeted in the Fiscal Year 2014-2015 Capital Improvement Project Budget for this project. The remaining budgeted funds of $19,423 will be used to purchase concrete, rebar and any other necessary materials for this project.
 
BACKGROUND:
The bollards referenced in this staff report are to be located adjacent to the Manhattan Beach Pier east of the Marvin Braude Bike Trail and will be installed and maintained by City staff. This bollard array will protect the Pier and bike path users from errant vehicular traffic. The existing concrete bollards that were installed in the early 1990's are not engineered to withstand direct vehicle collisions. The proposed array includes both fixed and removable bollards and will stop foreseeable vehicle incursion events.
 
DISCUSSION:
In order to enhance safety on the pier, staff has specified crash rated bollards. The design includes a fixed portion which is capable of effectively stopping a 15,000 lb. vehicle while travelling 25 MPH (miles per hour) and a removable portion which is capable of stopping a 5,000 lb. vehicle travelling 20 MPH. The removable portion is necessary to allow service vehicles onto the pier for maintenance and repairs, as well as for emergency vehicles. The bollards are designed to allow for one person to remove the bollards without the use of machinery or mechanical assistance. In addition, low maintenance and corrosion resistance were also considerations.
 
This bid was directly emailed to three vendors as well as posted on the City's website. A total of three responses were received. The bid comparison (Attachment 1) lists the aggregate price, including engineering services, sales tax and shipping. The low bidder, Graham Construction, proposed a solution that requires a footing that encroached upon the Bike Trail, which is County property. Due to interagency permitting and encroachment requirements, any changes or maintenance would add an additional level of complexity, public inconvenience and increased project timelines. In addition, the bollard array proposed was not as aesthetically refined as the other vendors. The next lowest bidder, Calpipe Security Bollards, meets all specifications and is, therefore, the lowest responsible bidder.
 
Based on these proposals, staff recommends that the City Council award RFP #1029-15 to Calpipe Security Bollards for the purchase of a bollard array in the amount of $80,577.14. The lead time for delivery after approval of design is 4-6 weeks and installation by City staff is approximately 4-5 days. Staff anticipates project completion by early summer.
 
CONCLUSION:
Staff recommends that the City Council award RFP #1029-15 to Calpipe Security Bollards for the purchase of a bollard array in the amount of $80,577.14.
 
If approved, the finalized bollard design will be provided for City Council consideration in the City Manager's briefing notes.
