Recommended Action
RECOMMENDATION:
Staff recommends that the City Council authorize approval of the recommended salary range and benefits for the Traffic Engineer classification.

FISCAL IMPLICATIONS:
The salary and benefits for this classification have been allocated in the approved budget for Fiscal Year 2014-2015. The additional cost of converting the Traffic Engineer from a contract position to a fulltime employee is $25,273; however, for that added cost, the Traffic Engineer will be available 40 hours per week as opposed to the 13 hours per week under the current contract.
 
BACKGROUND:
Currently, the City contracts out for Traffic Engineering services.  The Traffic Engineer performs advanced level technical analyses of traffic safety and parking issues, reviews and evaluates all traffic requests and implementation of traffic control measures in the right-of-way, conducts traffic and parking studies, coordinates the Traffic Committee, provides technical expertise on development-related traffic issues and project specific traffic related studies, and other projects as needed to ensure that safety and liability concerns are thoroughly evaluated. The Traffic Engineer also prepares reports, presentations and various studies, and conducts presentations at Planning Commission, Parking and Public Improvement Commission (PPIC), and City Council Meetings. The classification specification detailing the essential functions of this position is attached.
 
DISCUSSION:
A full-time Traffic Engineer is needed due to the ongoing and increasing demand for traffic engineering services from staff, City Council, residents and business owners.  Although the contract Traffic Engineer's time is carefully managed and allocated, his current workload and time needed to complete routine traffic requests, ongoing projects, and responding to City Council priorities exceeds the budgeted amount. Traffic engineering services are, and continue to be, great and the need for the Engineer's technical expertise on traffic safety and liability issues will continue to increase.  This position will replace the contract Traffic Engineer.
 
Staff conducted a salary range survey of the City's benchmark cities to determine the recommended Management Confidential (MC) salary range for this position.  Based on that survey, staff recommends this classification be placed in the MC4 ($8,132- $10,593 per month) range.  
 
Additionally, staff is recommending this position be designated "At Will" and receive the benefits designated for the middle management classifications.
 
This classification along with the applicable pay and benefits provisions will be added to the Personnel Rules the next time they are amended.
 
CONCLUSION:
Staff recommends that the City Council approve the recommended salary range and benefits for the Traffic Engineer classification.
