RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 25-0085 awarding Request for Proposal (RFP) #1335-25 to Contemporary Services Corporation (CSC) for a three-year unarmed security services contract with a not-to-exceed value of $1,575,000.


FISCAL IMPLICATIONS:

Sufficient funds for this agreement are available in the Police Department’s General Fund budget. Future years will be budgeted accordingly for this service.

 

BACKGROUND:

Since 2007, the City has contracted with CSC for unarmed event security and traffic control services at large-scale special events, such as the Holiday Fireworks, Manhattan Beach 10k Run, Grand Prix Bike Race, Tour de Pier, Surf Festival/6-Man Volleyball, Hometown Fair, and Pumpkin Races. Augmenting staff and volunteers with additional personnel well-versed in crowd control, perimeter security, and traffic control has proven to be very successful. The contractor’s staff provides a visual deterrent for inappropriate behavior and criminal activity, while enforcement remains the responsibility of the Police Department.


DISCUSSION:

On April 1, 2025, staff solicited Unarmed Guard Services Request for Proposals (RFP) #1335-25 through OpenGov, a public bid notification system; 21 responses were received. Because this is a service contract, vendor selection is based upon many factors: experience with large-scale special events in dynamic outdoor environments, availability of trained staff in the Los Angeles area, references, and cost. The majority of vendors had minimal experience with crowd control during large-scale events and had inadequate local staffing for such events.  Subsequent to evaluation of all proposals, CSC was the most responsive bidder due to their extensive experience with large-scale events of a dynamic nature, experience providing traffic control at street intersections (both vehicular and pedestrian), experience directly facilitating events with law enforcement staff, availability of trained local staff, and competitive pricing.

 

Staff recommends that the City Council award a three-year contract to CSC for unarmed security services with a not-to-exceed amount of $1,575,000.  The City may cancel the contract at any time without cause upon a 30-day notice.

 

PUBLIC OUTREACH:
This bid was advertised on the City’s website and OpenGov, a public bid notification board.

ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has approved the agreement as to form.
