RECOMMENDATION:
Staff recommends that the City Council review the status update from consultant Barry Newton regarding the classification portion of the Classification and Compensation Study.
FISCAL IMPLICATIONS:
There is no fiscal implication associated with the recommended action.
BACKGROUND:
On May 17, 2011, City Council authorized the City Manager to execute a contract with Creative Management Solutions to provide consultation services to the City for a comprehensive classification, compensation and benefits study. The consultant has been working to complete the classification and compensation study.
DISCUSSION:
Employees are the city’s most important asset. As the city plans for work to be done, a Class/Comp study is a tool for reviewing job duties, classifying positions on the basis of uniform criteria, and, ultimately, allocating positions to salary grades that reflect market value. Class/Comp is a system that lays the foundation for many other parts of the city’s personnel system. Consultant Barry Newton of Creative Management Solutions conducted the job analysis. Although there are many steps ahead, this ultimately will provide the foundation for many employment functions, including structuring positions, writing the job descriptions and job announcements, designing the selection tests, determining compensation, evaluating performance, determining training needs, and deciding on assignments.
All city employees completed a job analysis questionnaire detailing their current job functions. Based on the questionnaire and interviews which included a representative sample of all classifications, the consultant drafted classification specification. This written summary statement of the job was reviewed through a committee process by both employees and management. The job descriptions define the position, delineate levels of responsibility, and provide sufficient examples of major duties to establish the scope of the position.
The next step in the process is for the consultant to conduct a total compensation survey with our comparable agencies. Attached you will find the consultant’s recommendation and update for the classification portion of the study.
