RECOMMENDATION:
Staff recommends that the City Council consider adopting Resolution No. 24-0104, a resolution in support of Measure MMB on the November 5, 2024, General Municipal Election ballot, which establishes a one-half cent transactions and use tax (i.e. sales tax) in the City of Manhattan Beach.
FISCAL IMPLICATIONS:
There are no fiscal implications associated with the recommended action.
BACKGROUND:
At the May 21, 2024, meeting, City Council discussed and approved the proposed 5-Year Capital Improvement Program (CIP) for Fiscal Year 2024-2025 through Fiscal Year 2028-2029. During their consideration of this item, the City Council identified a need to generate additional revenue for the City, such that upcoming capital infrastructure and other needs could be appropriately addressed. A potential increase in the City’s sales tax rate was identified as one avenue for this.
Following the meeting, staff sought the professional services of True North Research Inc., to design and conduct a statistically reliable survey of voters, which would assess the probability of a potential sales tax measure succeeding.
At the July 16, 2024, meeting, City Council received a report regarding the results of a Sales Tax Feasibility Survey and took the following actions:
1. Directed staff to return at the August 6, 2024, City Council Meeting with the required resolutions to place a ballot measure establishing a one-half cent sales tax at the November 5, 2024, General Municipal Election; and
2. Established a subcommittee comprised of Mayor Pro Tem Howorth and Councilmember Montgomery to assist with the development of a community-led public outreach campaign regarding the measure.
At the August 6, 2024, meeting, City Council adopted Resolution No. 24-0089, approving an Ordinance and ordering that a Measure be submitted to the voters of the City at the General Municipal Election to be held on November 5, 2024, to consider a local one-half cent (0.5%) transactions and use tax (i.e. sales tax).
DISCUSSION:
From time to time, the City Council takes positions and expresses support on pending ballot measures prior to the associated election. Consistent with this practice, City Council may consider adopting a resolution expressing support for Measure MMB.
At the August 6, 2024, meeting, the City Council unanimously declared support for the Manhattan Beach Sales Tax Measure. The City of Manhattan Beach has over $200 million in needed repairs to streets, sidewalks, and community facilities. Revenue collected from the one-half cent sales tax measure would provide the City with an estimated $5.3 million that would be reinvested into the community to maintain and improve essential City facilities, services and programs.
Attached, for City Council’s consideration, is a resolution expressing an official declaration of support for Measure MMB.
