RECOMMENDATION:
Staff recommends that the City Council:
A) Adopt Resolution No. 26-0090, approving Amendment No. 5 to the General Services Agreement with Dekra-Lite Industries, Inc. (Dekra-Lite) for holiday décor lease, storage, installation, and removal services; extending the term through June 30, 2027, and increasing the maximum compensation from $74,900 over a four-year period to an amount not-to-exceed $94,900 over the total five-year term.
B) Adopt Resolution No. 26-0091 approving Amendment No. 2 to the General Services Agreement with Dekra-Lite for on-call decorative lighting services; increasing the maximum compensation from $74,900 over a two-year period to an amount not to exceed $124,900 over the total three-year term, and updating the fee schedule to reflect current needs.
FISCAL IMPLICATIONS:
Sufficient funds in the amount of $219,800 for are currently budgeted within the General Fund Public Works Department budget for holiday décor lease, storage, installation, and removal services, as well as on-call decorative lighting services in the current fiscal year. Future years will be budgeted accordingly.
BACKGROUND:
A holiday décor program to support the City's seasonal beautification efforts and enhance the appearance of public areas throughout the community was developed through coordination between the Downtown Manhattan Beach Business & Professional Organization (DBPA), the North Manhattan Beach Business Improvement District (North MB BID), and City staff. To enact the holiday décor program, staff solicited contract services.
Holiday Décor Services
On October 10, 2022, the City entered into a one-year agreement with Dekra-Lite for the lease, storage, installation, maintenance, and removal of seasonal holiday decorations to support the City's annual holiday program, in an amount not-to-exceed $12,703.60 (Holiday Décor Agreement). Multiple amendments were subsequently made to the Holiday Décor Agreement, extending the term by an additional three years and increasing the compensation to an amount not-to-exceed $74,900 over the four years. The amended Holiday Décor Agreement expired on June 30, 2026.
On-Call Decorative Lighting Services
On September 5, 2024, the City entered into a separate one-year agreement with Dekra-Lite for on-call decorative lighting services to enhance decorative lighting in commercial districts and other public spaces, in an amount not-to-exceed $74,900, with the City authorizing services on an as-needed basis through individual project orders (On-Call Decorative Lighting Agreement). The On-Call Decorative Lighting Agreement was subsequently amended to extend the term by an additional two years.
DISCUSSION:
Holiday Décor Services
The amended Holiday Décor Agreement with Dekra-Lite has expired; however, the need for services to support the 2026-2027 seasonal beautification efforts remains.
To ensure continuity of services, staff recommend that the City Council approve Amendment No. 5 to the Holiday Décor Agreement. Amendment No. 5 extends the term of the Holiday Décor Agreement through June 30, 2027, and increases the maximum compensation from $74,900 over the prior four-year period to an amount not to exceed $94,900 over the total five-year term to cover services for the fifth year.
Amendment No. 5 will continue annual holiday décor installations, replacement and enhancement of seasonal decorations, and decorative lighting improvements; while including contingency for additional services, if needed, for the 2026-2027 holiday season. Thereafter, staff will issue a new request for proposals for these services for future years.
On-Call Decorative Lighting Services Agreement
The amended On-Call Decorative Lighting Agreement with Dekra-Lite has reached the maximum compensation; however, the need for services to support the 2026-2027 seasonal beautification efforts remains.
To ensure continuity of services, staff recommend that the City Council approve Amendment No. 2 to the On-Call Decorative Lighting Agreement. Amendment No. 2 increases the maximum compensation from $74,900 for the prior two-year period to $124,900 over the total three-year period, reflecting the increased level of service desired by the community. Additionally, Amendment No. 2 revises the fee schedule to reflect current pricing and anticipated decorative lighting improvements identified through ongoing coordination with community stakeholders and City staff.
Amendment No. 2 will provide improved on-call decorative lighting in commercial districts and other public spaces for the 2026-2027 holiday season. Thereafter, staff will issue a new request for proposals for these services for future years.
Accordingly, staff recommends that the City Council adopt Resolution Nos. 26-0090 and 26-0091 approving Amendment No. 5 to the Holiday Décor Agreement and Amendment No. 2 to the On-Call Decorative Lighting Agreement with Dekra-Lite, with a combined not-to-exceed amount of $219,800 through June 30, 2027.
PUBLIC OUTREACH:
After analysis, staff determined that public outreach was not required for this item.
ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.
LEGAL REVIEW:
The City Attorney has approved the amendment as to form.
