RECOMMENDATION:
Staff recommends that the City Council approve the plans and specifications for the 2011-2012 Sewer Main Rehabilitation Project, Phase 2 (Area 7 - south Sand Section, including 3rd Street, 4th Street, 7th Street, and Ingleside Drive) and authorize the City Manager to solicit construction bids.
 
FISCAL IMPLICATIONS:
Sewer Enterprise Funds have been appropriated by the City Council through the Fiscal Year 2010-2011 and 2011-2012 Capital Improvement Plans.  The Fiscal Year 2010-2011 and 2011-2012 Sewer Main Rehabilitation projects are being pursued under a single design and management umbrella; therefore, the three projects have been presented in a combined format in the tables found on Attachment 1.  Table 1 indicates project appropriations and Table 2 indicates estimated and/or actual project costs; and, the anticipated balance after completion.  An additional appropriation was included in the FY2012-2013 Capital Improvement Plan to complete Phase 2.  A summary of appropriations and estimated costs for the FY 2010-2011 and 2011-2012 sewer rehabilitation projects is as follows:

BACKGROUND:
The City is conducting sewer infrastructure reinvestment program.  This represents a major best practice of the city's environmental stewardship efforts, and tracks with the Strategic Plan goal: "Maintain and enhance city facilities, programs and the infrastructure".  Maintaining the city's wastewater collection infrastructure - force mains, pump stations, and sanitary sewers - is an integral component of the proper management of a treatment system.  And a critical step in preventing infiltration and inflow, and illegal wastewater releases.
 
Implementation of effective preventive maintenance programs has been shown to significantly reduce the frequency and volume of untreated sewage discharges, help the city properly plan for its long term stability through adequate infrastructure, and save money on emergency response.   
 
The City completed a Water and Wastewater Master Plan effort in concert with the implementation and adoption of a revised utility rate structure.  Projects to repair or replace sewer mains and water mains were included in the five year Capital Improvement Plan (CIP) previously adopted by the City Council.  Spending for this project has been coordinated with available revenues.
 
Fiscal Year 2010-2011 Sewer Main Rehabilitation Project (Miscellaneous Spot Repairs)
The 2010-2011 Sewer Main Rehabilitation Project consisted of miscellaneous spot repairs throughout the Tree and Sand Sections of the City as shown on Attachment 2.  This project has been successfully completed and at a cost of $35,000 less than the contracted amount.  It was presented to the City Council for final acceptance on December 20, 2011.
 
Fiscal Year 2011-2012 Sewer Main Rehabilitation Project (Mainline Replacements)
The 2011-2012 Sewer Main Rehabilitation Projects (Phase 1 and 2) include the replacement of over 4,000 linear feet of vitrified clay pipe and consists of sanitary sewer mainline replacements at a total of seven project street locations in the City's Sand Section as shown on Attachment 2.  
 
New sewer mains and manholes will be designed and constructed of vitrified clay pipe, and residential sewer laterals reconnected to the new main.  Vitrified clay pipe is a time-tested, proven material.  Vitrified clay pipe is pipe made from clay that has been subjected to a process which fuses the clay particles to a very dense, inert, glass-like state. Vitrified clay pipe is typically used in sewer gravity collection mains because of its reasonable price and resistance to almost all domestic and industrial sewage. The new sewer mains will be relocated from the sidewalk or encroachment areas to the drive or walkstreet areas and the existing mains abandoned in kind and the walkstreet will be reconstructed in affected areas.
 
Design and Construction Contracts
On November 3, 2010, City Council awarded a professional services agreement to Advanced Applied Engineering, Inc. (AAE, Inc.) to provide engineering design services for the Fiscal Year 2010-2011 and 2011-2012 Sewer Main Rehabilitation Projects.  On May 16, 2011, AAE, Inc. completed company reorganization and continued to provide professional services (dba) as Infrastructure Engineers.  On December 20, 2011, City Council approved the plans and specifications for the Fiscal Year 2011-2012 Sewer Main Rehabilitation Project, Phase 1 and authorized the City Manager to solicit bids.  On March 20, 2012, City Council awarded a construction contract to Ramona, Inc. in the amount of $1,057,835.00.  The Phase 1 project includes three street locations in the northern Sand Section including Alma Avenue, Marine Avenue and 24th Street as shown on Attachment 3.  Phase 1 Project is currently ongoing.
 
DISCUSSION:
The Fiscal Year 2011-2012 and 2012-2013 CIP include funding to design and construct sewer main replacements for the Phase 2 project at four street locations in the southern Sand Section including 3rd Street, 4th Street, 7th Street, and Ingleside Drive as shown on Attachment 3.  Three of the four project streets are concrete roadways.  The 7th Street location is a pedestrian walkstreet receiving both sewer and water mainline upgrades between Crest and Valley Drives.  Due to the extensive trench construction for both sewer and water upgrades, the 7th Street walkstreet will be reconstructed for the entire 15-foot width.
 
The plans and specifications for the 2011-2012 Sewer main Rehabilitation Project, Phase 2 are now significantly complete.  The City Council is being asked to approve the project before implementation.  If approved by the City Council, staff will finalize the bid package and advertise the project for construction bids.  Bids for Phase 2 would be opened in October 2012 and construction would begin in January 2013.
