FISCAL IMPLICATIONS:
The draft 5-year agreement for the increased use of school district fields, tennis and play courts, swimming pools and other community recreational facilities would represent an incremental annual General Fund expenditure, of approximately $500,000.
 
BACKGROUND:
The City Council Ad Hoc School Subcommittee (Howorth/Tell) met with Manhattan Beach Unified School District representatives to discuss creating a master use agreement. Pursuant to the California Education Code and the California Government Code, cities and school districts are authorized to enter into agreements that provide for educational, recreational, and community programming and facilities.
 
Through the years, the Manhattan Beach Unified School District has provided the City with the use of valuable educational and recreational facilities for the use by the City in carrying out its programs for the benefit of its residents. This has included, but is not limited to, athletic fields, playgrounds, play yards and play equipment, tennis courts, basketball courts, racket courts, swimming facilities, auditoriums, classrooms, cafeterias, labs, multipurpose rooms, meeting rooms and open space.
 
For FY 2013, the City has budgeted $272,000:
 
1.      Regular Landscape and Irrigation (Grandview ES, Pacific Field, Center Field, Begg Field, MB Middle School, Pennekamp School, Robinson School, Meadows Elementary School) = $53,700
2.      Maintenance Fee Payable to Mira Costa (fee for MCHS field use per MBUSD shared field use agreement) = $75,000
3.      Athletic Field Rehab (City Council-directed addition) = $60,000
4.      Departmental Supplies = $11,600
5.      Telephone, Electricity & Water = $71,700
 
DISCUSSION:
The Ad Hoc School Subcommittee has analyzed historic use and past payments to the Manhattan Beach Unified School District for such City use. The purpose of the recent discussions was to create a master agreement to establish a framework setting forth the basic terms applicable to the City's use of school district properties and facilities, increases in such use for existing and additional facilities, and to arrive at a recommendation for the City Council to consider as to proper compensation to the school district for such City use.
 
The Ad Hoc School Subcommittee has considered the following:
1. Valuation of mutual benefits to District and City.
2. Historical use: how have residents benefited in the past from the City's use of school facilities.
3. Each school facility to determine if the City and its residents can use additional facilities.
4. The City's wish list with the District's draft master plan and the City's facilities study.
5. The approximate cost to the City for maintaining fields.
6. Future City needs.
7. Additional benefits to the City and its residents.
8. General use of District facilities.  
9. Public safety training exercises and use of facilities during emergencies.
10. Annual payments to the District.  
11. Scheduling quarterly meetings to discuss scheduling, priority of use, etc.
 
The Ad Hoc School Subcommittee has considered current City use and future use of the following District properties:
1. Begg Field,
2. Manhattan Beach Middle School Fields,
3. Pacific School Athletic Field,
4. Center Athletic Field located at Pacific School,
5. Grand View School Athletic Field,
6. Robinson School Athletic Field,
7. Meadows School Athletic Field,
8. Pennekamp School Athletic Field,
9. Mira Costa High School Athletic Fields,
10. Mira Costa Tennis Court,
11. Mira Costa Pool,
12. Begg Swimming Pool,
13. Polliwog Park (including the District's maintenance and operation yard and Premier Field), and
14. Exterior courts at District sites (e.g. basketball, tennis, and racket courts).
 
The Ad Hoc School Subcommittee will be making a recommendation to the City Council as to the appropriate amount of compensation to pay the school district for the City's extensive use of the property.
 
CONCLUSION:
Staff recommends that the City Council receive and file this report.
