ADOPT RESOLUTION NO. 26-0116

Body

_________________________________________________________

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 26-0116:

1.                     Approving Amendment No. 1 to the Professional Services Agreement with EyeP Solutions, Inc. for additional mobile parking enforcement camera equipment and associated services to complete the ten-vehicle deployment, increasing the agreement by $193,963.05 from $327,635.00 to a total not-to-exceed amount of $521,598.05; and

2.                     Authorizing the City Manager to execute Amendment No. 1.

FISCAL IMPLICATIONS:

Sufficient funds of $151,417.55 are currently budgeted in the Fiscal Year (FY) 2027 Capital Improvement Program (CIP) within the Parking Fund for the one-time capital and implementation costs of the proposed amendment. No additional capital appropriation is requested.

Operating fees of $8,509.10 per year totaling $42,545.50 over a five-year period will be funded through the annual operating budget process.

The first year cost of $159,926.65 includes one-time costs and one full annual operating payment.

BACKGROUND:

On April 15, 2025, the City Council considered the Parking Technology Roadmap (Roadmap) prepared by Dixon Resources Unlimited, the City's parking and transportation management consultant. The City Council approved proceeding with the Roadmap initiatives for transitioning parking payment infrastructure from single-space meters to pay-by-plate kiosks and mobile payments. Pay-by-plate parking links a customer's parking payment to a vehicle's license plate number. Mobile parking enforcement cameras mounted on Police Department Community Service and Parking Enforcement vehicles read parked vehicles' license plates to compare them with payment records from pay stations and mobile payment services. Accordingly, potential parking violations can be identified.

On May 19, 2026, the City Council awarded EyeP Solutions, Inc. (EyeP) a professional services agreement for the purchase, implementation and operation of five mobile license plate recognition systems in an amount not to exceed $327,635.00. EyeP was selected through a request for proposals process.

The agreement provides five complete systems, including camera hardware, in-vehicle computers, communications equipment. and operating software. Under the agreement, EyeP is also responsible for installation, configuration, integration with the City's parking payment and enforcement systems, testing, and staff training. Additionally, online hosting, warranty coverage, and ongoing technical support are included. The agreement term is through May 19, 2029, with two additional one-year extension options.

Prior to that, on April 7, 2026, the Police Department purchased four mobile parking enforcement camera hardware kits from EyeP, using grant funds. The purchase covered hardware; however, it did not include additional computing equipment and implementation services that are needed to place these kits into operation with the new parking program.

At this time, the City has procured five complete systems and hardware kits for four mobile parking enforcement cameras. However, the Police Department identified a need to equip ten parking enforcement vehicles in total. Therefore, there is a need to deploy five complete systems, obtain additional computing equipment and implementation services for the four mobile parking enforcement cameras, and acquire one additional complete system.

DISCUSSION:

Staff recommends that the City Council approve Amendment No. 1 to the original agreement with EyeP. The amendment would provide the computing equipment, installation, software integration, licensing, and applicable support needed for deploying the four mobile parking enforcement cameras previously acquired by the City. The amendment would also include furnishing and deployment of one additional complete mobile parking enforcement camera system, bringing the total to ten vehicles equipped with mobile parking enforcement camera capability.

The amendment includes prepaid warranties, annual fees for parking-enforcement software, data sharing capability among enforcement vehicles, preventative maintenance, and technical support.

The amendment expenses are summarized below:

   $  63,468.82                     New Equipment

   $  34,891.68                     Implementation and Installation

   $  46,234.15                     Prepaid Warranties Coverage

+ $    6,822.90                     Sales Tax (10.75%)

   $151,417.55                     Total Capital Costs (one-time equipment and installation)

   $  42,545.50                     Total Operating Fees (Annual $8,509.10 at 5 years)

+ $151,417.55                     Total Capital Costs

   $193,963.05                     Total Amendment No. 1

The proposed amendment maintains all other provisions of the original agreement.
