Receive and file contingency report for the Capital Improvement Plan (CIP) Projects Completed in Fiscal Year 2015-2016.

BACKGROUND:
Typically CIP Projects that are contracted out to building contractors include a contingency allocation that provides a means to process timely payments to the contractor for unforeseen work that may be required as part of the contracted scope of work. The following is a brief summary report on the completed projects that utilized the allocated contingency by City Council.
DISCUSSION:
Of the 13 completed CIP Projects reported to City Council for FY15-16, six (6) projects used contingency funds, all of which were under the authorized contingency amount, to complete the project. Explanations regarding the use of contingencies in CIP Projects completed in Fiscal Year 2015-2016 are as follows:
Downtown Streetscape Crosswalk and Slurry Seal:
A contingency in the amount of $11,755 was used for this project. The City Council awarded the construction contract in the amount of $876,563 with an authorized contingency amount of $87,656.30. The final cost of the construction contract was $888,318. During the course of construction, additional work items were required in order to complete the project. The additional work items included the filling of discovered voids beneath the existing crosswalk. The voids were created by the tunneling of water lines from a previous project.
Dual Left-Turn Lanes at Marine and Sepulveda:
A contingency in the amount of $12,680.00 was used for this project. The City Council awarded the construction contract in the amount of $432,799 with an authorized contingency amount of $43,280. The final cost of the construction contract was $445,479. The intersection at of Sepulveda Boulevard and Marine Avenue was improved by constructing dual left turn lanes on westbound Marine Avenue to southbound Sepulveda Boulevard. Additional work in the amount of $12,680 was needed for furnishing and installing a pedestrian push button and post, replacing an additional traffic signal cable conductor, modifying the fence rail and relocating existing reclaimed water service.
Rosecrans Utility Undergrounding & Widening:
A contingency in the amount of $23,453 was used for the Widening portion of the project. The City Council awarded the construction contract for the project in the amount of $368,750 and authorized a construction contingency in the amount of $55,000. The final completed construction contract cost is $392,203.
Additional work included the removal and disposal of asbestos pipe, utility service relocations (water, irrigation, electrical) and irrigation/landscaping replacements.
Strand Retaining Wall Enhancements:
A contingency in the amount of $15,814 was used for this project. The City Council awarded a construction contract in the amount of $79,500 and approved a construction contingency of $15,900. The final cost of the construction contract was $95,314. Unanticipated construction was required after the existing paint was removed. After paint was sandblasted away, it was discovered the walls had very little aggregate in the concrete and was not able to produce the effect that the design concept envisioned. It was necessary to paint over the concrete walls to make their appearance consistent. Conditions also necessitated applying additional layers to the wave pattern in order to approximate the color and contrast of the approved design.
City Yard Cover:
A contingency in the amount of $19,298 was used for this project. The City Council authorized the construction contract in the amount of $672,262 with an additional contingency amount of $67,738. The final cost of the construction contract was $691,560. The extra work was for additional asphalt concrete pavement restoration, concrete formwork reconstruction and a foundation modification.
Fire Station 2 Interim Improvements:
No contingency was used for this project (in-house labor and materials used).
Herrin/Marine Pipe Installation:
No contingency was used for this project.
Management Services Office Remodel:
No contingency was used for this project (in-house labor and materials used).
Triennial Pavement Management System Update:
No contingency was used for this project.
Water Main Replacement: Sepulveda (MBB to 2nd St.) and 2nd St. (Sepulveda to Larsson St.):
No contingency was used for this project.
FY12-13 Annual Slurry Seal:
No contingency was used for this project.
FY14-15 Annual Curb, Gutter and Ramp Replacement Project:
No contingency was used for this project.
Block 35 Booster Discharge:
No contingency was used for this project.
PUBLIC OUTREACH/INTEREST:
After analysis, staff determined that public outreach was not required for this issue.
ENVIRONMENTAL REVIEW
Adequately Covered in a Previously Adopted CEQA Document
The City has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed project was adequately covered in previously approved staff reports. Thus, no further environmental review or documentation is necessary.
LEGAL REVIEW
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
