RECOMMENDATION:
Staff recommends that the City Council:
a) Award bid #884-13 to Noribachi, the lowest responsible bidder, in the amount of $75,149.95 for energy efficient replacement lights for Parking Garages (Lots 3 & 4) and Downtown Streetscape; and
b) appropriate $75,149.95 ($58,290.00 from the Parking Fund and $16,859.95 from the General Fund) for this project, which will be fully reimbursed with grant funding from the Department of Energy.
 
FISCAL IMPLICATIONS:
In September 2009, the City was awarded a federal stimulus grant under the Energy Efficiency and Community Block Grant (EECBG) program from the Department of Energy in the amount of $186,000, consisting of $156,000 of reimbursable costs and approximately $30,000 of City project management in-kind match.  The purpose of the grant is to replace inefficient lighting with advanced technology products that reduce greenhouse gas emissions.  Projects already completed with these funds include the retrofitting of Strand lighting ($18,588), replacement of Walk Street lights ($39,737), and smaller projects at the Pier Comfort Station, Polliwog & Live Oak Parks ($22,525).
 
Energy efficient lighting for two Parking Garages (Lot 3 located at 13th and Morningside Dr. & Lot 4 located at Rosecrans and Highland) and Downtown Streetscape are not budgeted items in fiscal year (FY) 2012-2013.  As a result, an appropriation of $75,149.95 is required ($58,290 from the Parking Fund and $16,859.95 from the General Fund) for the balance of the grant.  This project will be completed by November 2012, and fully reimbursed by the Department of Energy.
 
DISCUSSION:
Parking Garage lights at Lots 3 & 4 have reached end of life due to corrosion problems and general disrepair.  Due to the poor condition, these fluorescent lamps cannot be retrofitted and replacement lighting needs to be installed.  As a result, energy-efficient light-emitting diode (LED) lamps were specified.  These fixtures were chosen for their long life (100,000 hours), ability to withstand the coastal environment, low maintenance, and bright light.
The Downtown Streetscape Lantern bodies are in reasonable condition; however, the internal components are failing due to the coastal environment; and produce inconsistent lighting color and intensity throughout the Downtown area.  These replacement lamps are also LED retrofit kits, chosen for their long life (100,000 hours), ability to withstand the coastal environment, low maintenance, and consistent color output.  Other benefits include energy efficiency, and dark-sky compliance, in which the fixture casts light downwards rather than in an omnidirectional pattern thus reducing light pollution.
Bid Recaps
Staff solicited bids, and a total of eight responses were received.  The comparison in Attachment "A" shows the aggregate price, including sales tax and shipping.  Bidder #1, Starled, Inc., provided only a bulb and not an entire light fixture as required in the specifications.  Bidder #2, National Lighting Solutions, bid on one item only, which had a higher unit price than the lowest responsible bidder for the same item.  Bidder #3, Element Power Group, offered a lamp which does not meet the specifications for light brightness.   As a result, the first three bids were rejected as being non-responsive or more costly.  
 
Staff recommends awarding the bid to Noribachi as the lowest responsible bidder for the purchase of both the Downtown Streetscape lantern retrofit kits and garage lights in the amount of $75,149.95.  These lights will be installed by City staff and the project will be completed by November 2012 as required by the grant.
