RECOMMENDATION:

Staff recommends that the City Council:

a) accept the resignation from Library Commissioner, Mike Millea;

b) declare vacant Library Commission Member-At-Large Seat No. 3 (Millea); and

c) direct the City Clerk to conduct public outreach for the vacant Library Commission Seat.

FISCAL IMPLICATIONS:

Sufficient funds are available in the City Clerk’s Fiscal Year 2024-2025 budget for public outreach efforts.

BACKGROUND:

The Library Commission consists of six members- five at-large members and one student representative. The Commission meets on the second Monday of each month and serves in an advisory capacity to the City Council regarding library services provided by the Los Angeles County Library System to the citizens of Manhattan Beach. Also, the Commission acts as a liaison between the City and public/private community groups supportive of library services.

On December 2, 2024, the City Clerk’s Office received Commissioner Millea’s letter of resignation, effectively leaving the Library Commission Seat No. 3 Member-At-Large seat vacant.

DISCUSSION:

The term for Library Commission Seat No. 3 is set to expire on May 31, 2025. The member appointed will complete the term and automatically be reappointed to a three-year term without additional City Council action.

At the City Council Regular Meeting on December 3, 2024, the City Council directed staff to conduct public outreach for the two current vacancies (Parking and Public Improvements Commission and Cultural Arts) and seek new applicants for City Council’s consideration. The City Council also noted that individuals who interviewed during the April 2024 annual boards and commission application process would have their applications considered, should they still be interested.

Staff reached out to individuals who applied for the Library Commission during the April 2024 boards and commissions interviews to gauge their interest in the new vacancy. The following applicants have confirmed their interest:

Confirmed:

•                     Andrew Chang

•                     Jacquelyn Chou

•                     Lynne Cochran

•                     Heather Kim

•                     Brooke Muschott

Declined:

•                     Brooke Castor

Staff will include the applications of interested candidates for City Council consideration and will conduct public outreach to seek additional applicants. The application deadline is January 10, 2025, at 4:00 p.m. The appointment for this seat is tentatively scheduled for the City Council Regular Meeting on Tuesday, January 17, 2025.

PUBLIC OUTREACH:
Upon the City Council’s approval to declare the seat vacant, the City Council may direct the City Clerk’s Office to conduct public outreach; publish a notice in the Beach Reporter; post notices at City Hall, Manhattan Heights, and Joslyn Community Center bulletin boards; notify the Manhattan Beach Library, Chamber of Commerce, Downtown Business and Professional Association, and the North Manhattan Beach Business Improvement District of the vacancy; post on the City’s website; post on the City’s social media channels; and send GovDelivery notifications to website subscribers.

The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.
