RECOMMENDATION:
Staff recommends that the City Council approve the attached service agreement with the Chamber of Commerce in the amount of $100,000.

FISCAL IMPLICATIONS:
The City Council previously allocated $100,000 in this year's (2014-2015) budget to fund economic and business development activities with the Chamber of Commerce.
 
BACKGROUND:
Last fiscal year (2013-2014), the City Council provided $100,000 in funds to the Chamber of Commerce to support economic services in the City with a set timetable and deliverables.
 
The City has funded the Chamber over many years at various amounts. In 1998, the City provided $98,822 with continued increases each year up to $195,996 in 2009. Due to budget constraints, funding was reduced to $50,000 in 2010, $20,000 in 2011 and suspended funding entirely in FY2011-2012, with the exception of free office space. In fiscal year 2012-2013, the City Council reinstated funding by allocating $75,000 in exchange for certain economic services and approved a 10-year no-cost office space lease agreement, which allows the Chamber to use the office space at 425 15th Street.
 
DISCUSSION:
This year, the Chamber submitted the attached scope of services (Exhibit A) and payment schedule (Exhibit B) for City Council consideration with the agreement (Attachment 1). The agreement includes scope of services covering the period of July 1, 2014, through June 30, 2015. At the July 1, 2014 City Council meeting, the Chamber provided an update and progress report on the 2013-2014 services. The Council requested that this budget year's contract (2014-2015) provide more quantifiable goals and products. Additionally, the marketing campaign video ("sizzle reel") is being uploaded onto the City's website, consistent with Council's direction. Three main tasks are identified in the agreement, followed by deliverables, timeline, and estimated cost. The three tasks require that the Chamber:
 
1. Create partnerships with the local business community to facilitate the City's economic development. Work alongside the City and local businesses to increase business attraction and retention.
      a. Identify business development opportunities
      b. Facilitate leakage study and develop recommendations
      c. Host Economic Forum
2. Develop Manhattan Beach Visitors Bureau to promote the City as the premier destination in Southern California.
      a. Enhance website for visitors and businesses
b. Distribute promotional video
3. Promote and implement economic development of Manhattan Beach by increasing visits from business travelers and visitors.
      a. Participate in trade shows
      b. Host local concierge events
      c. Enhance Chamber mobile app
 
The agreement also requires that the Chamber provide quarterly progress reports to City Council.
 
CONCLUSION:
Staff recommends that the City Council approve the attached agreement for $100,000 between the City and the Chamber to provide for continuing economic and business development services.
