Staff recommends that the City Council receive and file this report.

There are no fiscal implications associated with the recommended action.

 

BACKGROUND:

Since 2008, the Police Department has utilized a three or four-year strategic planning process to establish goals and priorities and to guide the delivery of police services.  The Police Department’s 2016-2018 Strategic Plan expired on December 31, 2018.  The new Strategic Plan began on January 1, 2019 and will serve as a road map for the next two years.


DISCUSSION:

The 2019-2020 Strategic Plan took effect on January 1, 2019 and serves as a road map to guide the Police Department in the delivery of services to the Manhattan Beach community.  For the first time, we are adopting a two-year plan in order to be more responsive to emerging trends.

 

Workshops, surveys, and meetings were conducted with supervisors and with sworn and civilian personnel representing every Bureau in the Police Department. A community workshop with community stakeholders was also conducted to gather input for the new strategic plan.

 

As a result of the workshops and planning sessions, four goals were identified. 

 

Goal 1:  Community Collaboration 

Further our community policing efforts by creating additional opportunities for positive and meaningful interactions with members of our community.

 

Goal 2:  Proactive Crime Fighting Strategies 

Continue to develop strategies to reduce crime and improve the quality of life in Manhattan Beach.

 

Goal 3:  Staffing/Recruitment

Use creative and innovative recruitment methods to attract the most talented employees.

 

Goal 4:  Employee Development

Foster a supportive culture that helps employees grow and utilize their skills to better serve the community.

 

Within each of these goals are actionable items which outline how the Department will work to attain these goals.

 

Updates on Strategic Plan accomplishments and progress will be published every six months on the Police Department website, www.citymb.info/police <http://www.citymb.info/police>


PUBLIC OUTREACH/INTEREST:
The public was invited to participate in the Police Department’s Strategic Planning process via the City website, Nixle notification, Instagram, and the Police Department and City Facebook and Twitter. Community members attended a strategic planning workshop and submitted input via email.


ENVIRONMENTAL REVIEW
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
