Recommended Action

RECOMMENDATION:

Staff recommends that the City Council authorize staff to solicit bids for replacement turf for the Marine Avenue athletic field.

FISCAL IMPLICATIONS:

Replacement turf for the Marine Avenue athletic field is not a budgeted/approved project. Once the City Council directs staff on this matter future funding appropriations will be required and requested at the time of contract award .

 

BACKGROUND:

Marine Avenue Park is located at 1625 Marine Avenue. The park facilities consist of picnic and playground areas, restrooms, a community center, and a multi-purpose synthetic turf playing field. The playing field’s area is approximately 75,000 square feet.

 

The natural grass field was converted to synthetic turf in 2013 and had an estimated lifespan between eight to ten years per industry standards. Due to heavy use by American Youth Soccer Organization (AYSO), club soccer groups, and other community members, the field has deteriorated as expected and is now in need of replacement.


DISCUSSION:

Making improvements to Marine Field will include removing the synthetic turf surface down to the infill layer, making necessary repairs, and installing new synthetic turf with field markings.

 

Staff recommends advertising the project in the City’s publisher of record (The Beach Reporter) and PlanetBids (an online service that connects vendors, suppliers, and contractors to government procurement opportunities).

 

Staff recommends a public-private partnership to fund the project. Potential contributions totaling $400,000 from various user groups have been identified in exchange for dedicated field use. A similar model was utilized to fund installation of the original synthetic field in 2013.

 

If approved, staff anticipates returning to City Council in August 2023 for a contract to be awarded, approval of agreements between the City and various user groups, and appropriation of funding for the project.

PUBLIC OUTREACH:
The turf replacement project was discussed at the Parks and Recreation Commission Meeting on November 28, 2022.


ENVIRONMENTAL REVIEW:
The City has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.


LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
