Staff recommends that the City Council receive this report.

FISCAL IMPLICATIONS:

The City Council allocated $100,000 in funds to the Chamber of Commerce for Fiscal Year 2013-2014.

 

BACKGROUND:

On July 2, 2013, the City Council approved the attached agreement with the Manhattan Beach Chamber of Commerce to provide certain economic development services in exchange for $100,000. The agreement states that two progress reports will be provided; the first in November and the second in April.

 

DISCUSSION:

Attached is a power point presentation prepared by the Chamber that provides the first progress report for this fiscal year.

 

The agreement identifies three main tasks, followed by deliverables, timeline, and estimated cost. The three tasks are:

 

1.                     Create partnerships with local business community to facilitate the City’s economic development. Work alongside the City and local businesses to increase business attraction and retention.

a.                     Identify business development opportunities

b.                     Facilitate leakage study and develop recommendations

c.                     Host Economic Forum

2.                     Develop Manhattan Beach Visitors Bureau to promote the City as the premier destination in Southern California.

a.                     Enhance web site for visitors and businesses

i.                     Develop and distribute promotional video

ii.                     Finalize Visitors Bureau

3.                     Promote and implement economic development of Manhattan Beach by increasing visits from business travelers and visitors.

a.                     Attend Trade Shows

b.                     Host local concierge event

c.                     Develop software for mobile viewing of Chamber web site

 

CONCLUSION:

During the budget workshops the City Council expressed interest in supporting the City’s Chamber of Commerce and allocated $100,000 this year for economic development services. The attached agreement between the City and the Chamber was approved by Council to address this effort.

 

In order to better define expectations regarding economic development the City Council may wish to schedule a study session in the near future to discuss the various options available and to prioritize them.
