Recommended Action

RECOMMENDATION:

Staff recommends that City Council:

a) Authorize the City Manager to award a professional engineering services agreement to Cannon Corporation in the Amount of $112,633 for Water Main Design Services for the FY 2013-2014 Pipe Replacement and Fire Hydrant Installation Project in the area south of Manhattan Beach Boulevard and east of Sepulveda Boulevard (Section 2); and

b) Authorize the City Manager to approve additional engineering services work, if necessary, in an amount not-to-exceed $11,263 (10%).

FISCAL IMPLICATIONS:

Funding for the recommended design agreement in the amount of $200,000 is available through the FY 2012-2013 Capital Improvement Plan.

 

BACKGROUND:

This project is part of the City’s annual water main replacement program. This program replaces old and/or undersized water mains. These main replacements will reduce the risk of main breaks and will enhance fire suppression flows.

 

As part of the Fiscal Year 2013-2014 Water Main Replacement and Fire Hydrant Installation (Section 2) Project, new 6” diameter ductile iron pipe would replace a total of 10,090 lineal feet of existing water mains in the following streets:

 

1.  9th Street; Meadows Avenue to Rowell Avenue, 580 feet.

2.  10th Street: Meadows Avenue to Rowell Avenue, 580 feet.

3.  11th Street; Meadows Avenue to Rowell Avenue 580 feet.

4.  Rhonda Drive /Longfellow Drive; Kuhn Drive N. Kuhn Drive S. 1640 feet.

5.  Terraza Place; Rhonda Drive to end, 340 feet.

6.  Chabela Drive; Keats Street to Longfellow Drive, 460 feet.

7.  Altura Way; Keats Street to Longfellow Drive, 460 feet

8.  Shelley Street; Prospect Avenue to Chabela Drive, 540 feet.

9.  5th Street; Rowell Avenue to Peck Avenue, 725 feet.

10. 3rd Street; Rowell Avenue to Peck Avenue, 725 feet

11. Redondo Avenue; 2nd Street to Artesia Blvd., 2600 feet.

12. 2nd Street; Redondo Avenue to Aviation Blvd., 860 feet

 

Additionally, plans for a new fire hydrant at the northwest corner of Sepulveda Boulevard at 19th Street and plans for the installation of 2” water blow-off assemblies at six sewer pump stations would also be provided.

 

DISCUSSION:

In January 2011, Staff issued a request for proposals for On-Call Engineering Services. Fifty-three proposals were received. Staff reviewed the proposals and developed a shortlist of firms for consideration on City projects over the next three years.

 

A Request for Proposals for the Fiscal Year 2013-2014 Water Main Replacement and Attached Fire Hydrant Installation (Section 2) Project was issued to the consultants listed below.

 

These consultants provided their proposals and fees (shown below).

1.  Cannon (not to exceed $ 112,633)

2.  Civil Source (not to exceed $105,204)

3.  VA consulting (not to exceed $114,531)

4.  Tetra Tech, Inc. (not to exceed $ 132,700)

5.  Psomas (not to exceed $ 166,266)

6.  AKM Consulting Engineers (not to exceed $ 194,561)

 

City staff evaluated the proposals and ranked the firms based on qualifications, cost and approach. Staff deems that the team, approach and fee proposed by Cannon Corporation to be the most effective proposal. Staff recommends that the design contract be awarded to Cannon Corporation to prepare plans, specifications and estimates for the water main replacements.

 

Staff expects that the plans and specifications for the Fiscal Year 2012-2013 Water Main Replacement and Attached Fire Hydrant Installation (Area 1 - Hill Section) Project will be completed and ready for bidding by August of 2013 with construction starting in October 2013.

 

CONCLUSION:

Staff recommends that City Council:

a) Authorize the City Manager to award a professional engineering services agreement to Cannon Corporation in the Amount of $112,633 for Water Main Design Services for the FY 2013-2014 Pipe Replacement and Fire Hydrant Installation Project in the area south of Manhattan Beach Boulevard and east of Sepulveda Boulevard (Section 2); and

b) Authorize the City Manager to approve additional engineering services work, if necessary, in an amount not-to-exceed $11,263 (10%).
