Recommended Action

RECOMMENDATION:

Staff recommends that the City Council adopt Resolution No. 24-0063:

 

1)                     Re-adopting and revising the Fiscal Year 2023-2024 list for Fiscal Year 2024-2025 for street repair projects to be funded by Senate Bill 1 (SB 1) and The Road Maintenance and Rehabilitation Account (RMRA) revenues.

 

2)                     Authorizing the Public Works Director to submit the necessary project information to the California Transportation Commission (CTC) as required by the Act, including year-end reporting for all SB 1 Projects.

FISCAL IMPLICATIONS:

There are no fiscal implications associated with the recommended action.  To receive SB 1 funds from the State of California, the City must adopt, by resolution, a list of qualifying street projects intended to be partially or fully funded with SB 1 funds on or before July 1, 2024.

 

BACKGROUND:

SB 1, the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the State Legislature and signed into law by Governor Brown in April 2017 to address significant transportation funding shortfalls statewide.

 

Beginning November 1, 2017, the State Controller began depositing funds into the newly created RMRA to distribute them to eligible cities under Streets and Highways Code Section 2032(h) for basic road maintenance, rehabilitation, and critical safety projects on the local streets and roads system.  As a condition of receiving SB 1 funds, the City of Manhattan Beach is required to adopt a project list and provide year-end reporting on completed projects. Over the past seven years, the City has adopted the following SB 1 projects:

 

FY 2017-2018: Manhattan and Highland Avenue Resurfacing Project (south of Manhattan Beach Boulevard).

 

FY 2018-2019: Marine Avenue Resurfacing Project (east of Sepulveda Boulevard).

 

FY 2019-2020: Cycle 1 Street Resurfacing Project which included 14 street segments at various locations in the Liberty Village area between Redondo Avenue and Sepulveda Boulevard.

 

FY 2020-2021: Cycle 2 Street Resurfacing Project which included five street segments in the Tree Section including Flournoy Road, Agnes Road, Marine Avenue, 29th Street and 27th Street.

 

FY 2021-2022: Cycle 2 Street Resurfacing Project which re-adopted the list of streets from FY 2020-2021.

 

FY 2022-2023: Cycle 2 Street Resurfacing Project which included Agnes Road, Flournoy Road, 27th Street and 29th Street.

 

FY 2023-2024: Cycle 2 Street Resurfacing Project which included Agnes Road, Flournoy Road, 27th Street and 29th Street.


DISCUSSION:

The Annual Street Resurfacing Program identifies streets for rehabilitation based on the triennial Pavement Management Program (PMP) Final Report, which ranks the pavement condition of each City street segment on a scale from 0 to 100 (with 100 being the best condition ranking). The City Council adopted the 2021 PMP Final Report on January 18, 2022, and the next PMP revision will be completed in the fall of 2024.

 

The Annual Street Resurfacing Program has experienced delays as a result of the COVID-19 Pandemic and subsequent inflation resulting in construction cost escalation. The original bids received for the Cycle 2 Street Resurfacing Project were higher than the allowable budget which resulted in a bifurcation of the scope and a rebid of the project.

 

The CTC recognizes the predicament caused by inflation and construction material price increases in many cities and is allowing for the carry-over of previous fiscal year monies, revising and re-listing the streets for construction in FY 2024-2025.

 

Construction of Cycle 2 Street Resurfacing Project which included Agnes Road, Flournoy Road, 27th Street and 29th Street located in the Tree Section completed in December 2023. Staff is currently preparing the construction bid documents for the remaining Cycle 2 Street Resurfacing Project including segments on Marine Avenue and 14th Street that were not completed as part of the original project. Concurrently, staff is in the process of soliciting a professional services agreement for the design of the upcoming Cycle 3 Street Resurfacing Project, which will focus on the streets around the Peck Reservoir site and Manhattan Beach Boulevard west of Sepulveda Boulevard.

 

The remaining Cycle 2 Street Resurfacing Project consists of the following street segments:

The City intends to resurface or reconstruct these streets by cold mill and overlay or full-depth reconstruction. These rehabilitation methods will extend the street pavement life between 15 and 20 years. Where necessary, repairs to the curb and gutter, sidewalk, and installation/reconstruction of curb ramps will also be constructed to comply with the Americans with Disabilities Act (ADA). The construction of a rolled curb is typically used in areas where standard curbs, gutters, and sidewalks do not exist to better transition adjacent driveway approaches and manage the drainage area runoff.

 

Based on the current progress of the Annual Street Resurfacing Program, staff recommends that the City Council approve a resolution adopting and revising the FY 2023-2024 street list to the remaining Cycle 2 Street Resurfacing Project on Marine Avenue and 14th Street. To support street rehabilitation efforts with the upcoming year’s allocation of SB 1 funding, staff also recommends adopting the street list outlined in the Cycle 3 Street Resurfacing Project encompassing streets adjacent to Peck Reservoir, including segments of Peck Avenue and 19th Street, and Manhattan Beach Boulevard west of Sepulveda Boulevard to Dianthus Street.

 

PUBLIC OUTREACH:

The first community meeting for the Cycle 2 Street Resurfacing Project was held via Zoom on April 20, 2022, in which property owners had the opportunity to learn about the proposed improvement, ask questions, and provide input on the design. A second community meeting was held on September 29, 2022, in the Council Chamber and via Zoom. As Street Resurfacing Projects are designed and constructed, the public will be engaged through outreach notification materials and public meetings.

 

ENVIRONMENTAL REVIEW:

The proposed project is exempt from the California Environmental Quality Act (CEQA) provisions per the CEQA Guidelines, pursuant to the following provision: Section 15301, Class 1(c).  Based on the California Environmental Quality Act (CEQA) requirements, a Notice of Exemption will be filed for the project with the Los Angeles County Clerk’s office prior to the construction phase.

 

LEGAL REVIEW:

The City Attorney has reviewed this staff report and determined that no additional legal analysis is required.
