RECOMMENDATION:
Staff recommends that the City Council approve a Resolution authorizing the continued participation in the Los Angeles Urban County Community Development Block Grant Program for the three year funding cycle beginning July 1, 2015 and ending June 30, 2018.

FISCAL IMPLICATIONS:
The City of Manhattan Beach receives approximately $100, 000 in CDBG funding each fiscal year, which we have historically exchanged with other cities for general funds.  Starting fiscal year 2013-2014, the LACDC discontinued the use of exchanging funds and informed cities that CDBG funds will have to be used for eligible projects, such as capital improvement projects.  CDBG eligible projects will be identified and funding allocated through the City's annual Capital Improvement budgeting process.
 
BACKGROUND:
The City of Manhattan Beach has participated in the Los Angeles Urban County CDBG Program, implemented by the Los Angeles County Community Development Commission (CDC) for the past eighteen (18) years.  Because of the City's population (under 50,000), the City must participate in the Urban County program in order to continue receiving CDBG funding.  The City receives CDBG funds through the Los Angeles County Community Development Commission (CDC).  The City's annual CDBG funding allocation is typically in the range of $100,000 and has been steadily decreasing since the beginning of the program.  
 
Since it has been nine (9) years from when the last participation agreement was signed on June 30th, 2005, the LACDC is requesting all participating cities to sign new updated agreements and Resolutions.  The proposed agreement (Exhibit A) binds the City's participation from July 1, 2015 through June 30, 2018.  
 
 
DISCUSSION:
The City Attorney and staff from the Community Development Department have reviewed the attached (Exhibit A) CDBG Participation Agreement and Resolution with the County. The agreement contains broad language, some of which is clearly inapplicable to this City's implementation of CDBG funding. Much of the boiler plate language is required by the Department of Housing and Urban Development (HUD) guidelines and regulations and is not negotiable.  However, County staff recognizes the inapplicability of these provisions to the City's implementation of the program.
 
 
CONCLUSION:
Staff recommends that the City Council approve the CDBG Participation Agreement and Resolution for continued participation in the CDBG program.
