RECOMMENDATION:
Staff recommends that the City Council:
1) Formally accept as complete the Gentry General Engineering, Inc. construction contract;
2) Authorize the filing of the Notice of Completion with the County Recorder; and
3) Release the retention of $22,006.05.

FISCAL IMPLICATIONS:
The Citywide Concrete Repairs Cycle 2 Project construction agreement was awarded for $439,475.25 with an authorized construction contingency amount of $43,947.75. The work was completed for $440,120.90. After acceptance of Gentry General Engineering’s work and the filing of the Notice of Completion, retention will be released, and the remaining unexpended balance will be disencumbered and remain in the Annual Citywide Concrete Repairs Program within the Gas Tax Fund for use in a future cycle of curb, gutter, and ramp replacements.
BACKGROUND:
On April 4, 2023, the City Council awarded Gentry General Engineering, Inc. a construction agreement, as the successful lowest bidder, for $439,475.25 for the Citywide Concrete Repairs Cycle 2 Project. The City Council also authorized the City Manager to approve additional work for up to $43,947.75.
The Annual Citywide Concrete Repairs Program is designed to perform concrete repairs throughout the City at locations identified by City staff, property owners, and members of the public. Repairs may involve replacing cracked, damaged, or lifted sections of the roadway or sidewalk, reconfiguring non-compliant Americans with Disabilities Act (ADA) ramps, removing obstructions, and correcting drainage issues. Where necessary, a portion of the project budget may be used to make concrete improvements (i.e., new curb, gutter, and/or sidewalk) ahead of roadway resurfacing or slurry application. Depending on the location, concrete repairs may eliminate trip hazards, increase pedestrian accessibility, reduce ponding of surface water, and improve roadway safety and rideability.
DISCUSSION:
Gentry General Engineering, Inc. was issued a Notice to Proceed on May 22, 2023, and their work was substantially completed on May 23, 2024.

Two change orders were executed with Gentry General Engineering, Inc. and included the following changes to the contract’s work:
1. Adjustment in Final Bid Quantities
2. Sepulveda Bridge Concrete Repairs
3. Cross Gutter Repair
4. The Strand Repair
5. Curb Core Repair
Contract Change Order No. 1 increased the Contract Price by $24,243.19. Contract Change Order No. 2 adjusted all final bid quantities, decreasing the Contract Price by $23,597.54. Therefore, the contractor has completed all contract work for a total cost of $440,120.90 and is now requesting formal acceptance of the project. The retention amount of $22,006.05 will be released 35 days after the recording of the Notice of Completion with the County Recorder. All work inspected by the Public Works Department is of good quality and in conformance with the plans and specifications.
PUBLIC OUTREACH:
The businesses and residences impacted by this project were provided with advance notices, including dates, times of construction, and contact information for the contractor’s project manager.
ENVIRONMENTAL REVIEW:
The City reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA). At the time of award, the City Council determined that the project qualifies for a Categorical Exemption pursuant to Section 15301 Class 1 (C) (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities) of the State CEQA Guidelines. A Notice of Exemption was filed with the Los Angeles County Clerk’s Office for the Project, and no further environmental review is necessary for this action.
LEGAL REVIEW:
The City Attorney has reviewed this report and determined that no additional legal analysis is necessary.
